SYNOPSIS AS INTRODUCED:
 
ILCON Art. III, Sec. 2

    Proposes to amend the Suffrage and Elections Article of the Illinois Constitution. Provides that the General Assembly may by law provide for the right to vote of a person convicted of a felony, or otherwise under sentence in a correctional institution or jail, but in any event the right to vote shall be restored not later than upon completion of his or her sentence. Effective upon being declared adopted.

CONSTITUTIONAL AMENDMENT

 
3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption of
8this resolution a proposition to amend Section 2 of Article III
9of the Illinois Constitution as follows:

SUFFRAGE AND ELECTIONS

13SECTION 2. VOTING RIGHTS; FELONS DISQUALIFICATIONS
14    The General Assembly may by law provide for the right to
15vote of a person convicted of a felony, or otherwise under
16sentence in a correctional institution or jail, but in any
17event the right to vote shall be restored not later than upon
18completion of his or her sentence. A person convicted of a
19felony, or otherwise under sentence in a correctional
20institution or jail, shall lose the right to vote, which right
21shall be restored not later than upon completion of his
22sentence.

SCHEDULE
2    This Constitutional Amendment takes effect upon being
3declared adopted in accordance with Section 7 of the Illinois
4Constitutional Amendment Act.
