HOUSE JOINT RESOLUTION

 
2    WHEREAS, It is highly fitting that the Illinois General
3Assembly pays respect to Captain Jacob "Jake" Ringering by
4honoring him with a memorial highway; and
 
5    WHEREAS, Jake Ringering passed away in the line of duty on
6March 5, 2019 at the age of 37; he was born on December 14, 1981
7in Alton; he graduated from East Alton Wood River High School
8in 2000 and from Lewis & Clark Community College in 2004 with
9an Associate's Degree in Fire Science; he also earned his
10Emergency Medical Technician License; and
 
11    WHEREAS, Jake Ringering began his long career as a
12firefighter in East Alton on February 20, 2001; he was hired as
13a career firefighter at East Alton on December 20, 2005; on
14August 5, 2010, he was hired as a career firefighter with the
15Godfrey Fire Protection District, where he attained the rank of
16lieutenant on March 27, 2013 and captain on May 1, 2014; and
 
17    WHEREAS, Jake Ringering was the technical rescue officer,
18respiratory protection officer, and lead instructor for the
19Godfrey Fire Protection District; he earned Illinois Office of
20the State Fire Marshal Certification in Firefighter II,
21Firefighter III, Basic Operations Firefighter, Advanced
22Technician Service Vehicle Operator, Fire Apparatus Engineer,

1Vehicle and Machinery Operations, Rescue Specialist-Confined
2Space, Hazardous Materials First Responder Operations, Rope
3Operations, Fire Service Instructor I, Fire Service Instructor
4II, Fire Investigator, and Rescue Specialist Vertical II/High
5Angle; and
 
6    WHEREAS, As a result of his dedication to public service,
7Jake Ringering impacted many lives, and countless individuals
8are alive today as a testament; he served as president of the
9Godfrey Firefighters Local 1692 and taught fire science at
10Lewis & Clark Community College; he was also a
11trainer/instructor through Max Fire Training and a member of
12St. Mary's Catholic Church in Alton; and
 
13    WHEREAS, Jake Ringering was preceded in death by his
14grandparents, Lucien and Majorie Ringering, and Captain Ed
15Ballard; and
 
16    WHEREAS, Jake Ringering is survived by his wife, Allison
17Budde; his parents, Robin Ballard Disney and her husband,
18Reverend Stephen Disney, and Larry Ringering and his wife, Jan;
19his children, Nora Marie Ringering, Elaina Lynn Ringering, and
20Logan Jacob Ringering; his brother, Chris Stratton (Richel);
21his sister, Julie Downs (Jedediah); his grandmother, Thelma
22Ballard; Allison's parents, Robert and Susan Budde; his
23sister-in-law, Andrea Budde; his brother-in-law, Andrew Budde;

1his nieces and nephews, Jaden, Jerald, Jolene, and Jacqueline
2Downs, Landon and Levi Stratton, and Jackson Budde; and
3numerous aunts; and
 
4    WHEREAS, Jake Ringering was the most devoted husband and
5father to his family and always put them first in his life; he
6was a leader and always wanted to help others; he was a loving
7son, brother, and in-law, who never met a stranger; he was
8loved by many people, and everyone he met called him a friend;
9therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
12SENATE CONCURRING HEREIN, that we designate West Delmar Avenue
13in Godfrey as it travels between Staten Drive and Valhalla
14Cemetery as "Jake's Way Memorial Highway"; and be it further
 
15    RESOLVED, That the Illinois Department of Transportation
16is requested to erect at suitable locations, consistent with
17State and federal regulations, appropriate plaques or signs
18giving notice of the name "Jake's Way Memorial Highway"; and be
19it further
 
20    RESOLVED, That suitable copies of this resolution be
21presented to the family of Captain Jake Ringering, the
22Secretary of the Illinois Department of Transportation, the
