AMENDMENT TO HOUSE JOINT RESOLUTION 86

2    AMENDMENT NO. ___. Amend House Joint Resolution 86 by
3replacing everything after the heading with the following:
 
4    "RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
5HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
6SENATE CONCURRING HEREIN, that the Special Commission on
7Gynecologic Cancers is created; and be it further
 
8    RESOLVED, That membership of the Commission shall be as
9follows:
10        (1) A representative of the Illinois Comprehensive
11Cancer Control Program, appointed by the Director of the
12Illinois Department of Public Health;
13        (2) The Director of the Illinois Department of
14Insurance, or his or her designee; and
15        (3) 20 members who shall be appointed as follows:
16            (a) Three members appointed by the Speaker of the

1House of Representatives, one of whom shall be a survivor of
2ovarian cancer, one of whom shall be a survivor of cervical,
3vaginal, vulvar, or uterine cancer, and one of whom shall be a
4medical specialist in gynecological cancers;
5            (b) Three members appointed by the Senate
6President, one of whom shall be a survivor of ovarian cancer,
7one of whom shall be a survivor of cervical, vaginal, vulvar,
8or uterine cancer, and one of whom shall be a medical
9specialist in gynecological cancers;
10            (c) Three members appointed by the House Minority
11Leader, one of whom shall be a survivor of ovarian cancer, one
12of whom shall be a survivor of cervical, vaginal, vulvar, or
13uterine cancer, and one of whom shall be a medical specialist
14in gynecological cancers;
15            (d) Three members appointed by the Senate Minority
16Leader, one of whom shall be a survivor of ovarian cancer, one
17of whom shall be a survivor of cervical, vaginal, vulvar, or
18uterine cancer, and one of whom shall be a medical specialist
19in gynecological cancers; and
20            (e) Eight members appointed by the Governor, one of
21whom shall be a caregiver of a woman diagnosed with a
22gynecologic cancer, one of whom shall be a medical specialist
23in gynecological cancers, one of whom shall be an individual
24with expertise in community based health care and issues
25affecting underserved and vulnerable populations, two of whom
26shall be individuals representing gynecologic cancer awareness

1and support groups in the State, one of whom shall be a
2researcher specializing in gynecologic cancers, and two of whom
3shall be members of the public with demonstrated expertise in
4issues relating to the work of the commission; and be it
5further
 
6    RESOLVED, That members of the Commission shall serve
7without compensation or reimbursement from the commission;
8members shall select a Chair from among themselves and the
9Chair shall set the meeting schedule; and be it further
 
10    RESOLVED, That the Illinois Department of Public Health
11shall provide administrative support; and be it further
 
12    RESOLVED, That the Commission is charged with the study of
13the following:
14        (1) Establishing a mechanism to ascertain the
15prevalence of gynecologic cancers in the State and, to the
16extent possible, to collect statistics relative to the timing
17of diagnosis and risk factors associated with gynecologic
18cancers;
19        (2) Determining how to best effectuate early diagnosis
20and treatment for gynecologic cancer patients;
21        (3) Determining best practices for closing disparities
22in outcomes for gynecologic cancer patients and innovative
23approaches to reaching underserved and vulnerable populations;

1        (4) Determining any unmet needs of persons with
2gynecologic cancers and those of their families; and
3        (5) Providing recommendations for additional
4legislation, support programs, and resources to meet the unmet
5needs of persons with gynecologic cancers and their families;
6and be it further
 
7    RESOLVED, That the Commission shall provide its final
8report to the Illinois General Assembly no later than December
931, 2020, and upon the filing of its report, is dissolved; and
10be it further
 
11    RESOLVED, That suitable copies of this resolution be
12delivered to the Director of the Illinois Department of Public
13Health, the Director of the Illinois Department of Insurance,
14the Speaker of the House, the President of the Senate, the
15House Minority Leader, the Senate Minority Leader, and the
16Governor."
