HOUSE JOINT RESOLUTION

 
2    WHEREAS, It is the mission of a Responsible Bidder
3Ordinance to serve as a "protection plan" for local governments
4by establishing clear objective criteria that contractors must
5meet to be eligible to bid on public works construction
6projects; and
 
7    WHEREAS, Implementing Responsible Bidder Ordinances
8reinforces the public's confidence in the use of taxpayer
9dollars by hiring only reputable contractors with a proven
10record of completing jobs on time and on budget; and
 
11    WHEREAS, Responsible Bidder Ordinances protect the
12interests of residents who depend on public bodies to assure
13safe, quality construction and prevent the need for additional
14reconstruction; and
 
15    WHEREAS, Construction is one of the fastest-growing
16industries in the State, and Responsible Bidder Ordinances are
17designed to ensure that a city, town, county, or school system
18only hires responsible contractors who will perform the highest
19quality work; and
 
20    WHEREAS, A Responsible Bidder Ordinance requires
21contractors to show participation in a United States Department

1of Labor approved apprenticeship program, which requires
2continuous education and results in the most trained craftsmen
3working on taxpayer-funded projects; and
 
4    WHEREAS, Contractors are incentivized to train their
5workers through registered apprenticeship programs to prevent
6the decline in the productivity and qualifications of the
7construction workforce; and
 
8    WHEREAS, Communities that adopt Responsible Bidder
9Ordinances see an improvement in local construction standards
10as well as an improvement in infrastructure safety; and
 
11    WHEREAS, Responsible Bidder Ordinances drive economic
12development by ensuring our transportation systems are able to
13move goods and people through the State and provide safe,
14modern, and efficient infrastructure; and
 
15    WHEREAS, It is the civic duty of the State to adopt
16Responsible Bidder Ordinances to provide the greatest taxpayer
17value on construction projects by working to prevent cost
18overrun and abuse of taxpayer dollars; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
21SENATE CONCURRING HEREIN, that we support local governments and

1municipalities that adopt Responsible Bidder Ordinances to
2ensure that we are utilizing the most skilled workforce in the
3State to rebuild our infrastructure.
