SYNOPSIS AS INTRODUCED:
 
25 ILCS 5/1  from Ch. 63, par. 1

    Amends the General Assembly Organization Act. Provides that in times of pestilence or an emergency resulting from a domestic or foreign terrorist attack, members of the General Assembly may participate remotely and cast votes in sessions, by joint proclamation of the Speaker of the House of Representatives and the President of the Senate, and committees of either the House of Representatives or Senate may participate remotely pursuant to the rules of the chamber. Provides that the House of Representatives and the Senate shall adopt rules for remote participation. Makes conforming changes. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The General Assembly Organization Act is amended
5by changing Section 1 as follows:
 
6    (25 ILCS 5/1)  (from Ch. 63, par. 1)
7    Sec. 1. (a) The That the sessions of the General Assembly
8shall be held at the seat of government: Provided, that the
9Governor may convene the General Assembly at some other place
10when it is necessary, in case of pestilence or public danger.
11    (b) In times of pestilence or an emergency resulting from a
12domestic or foreign terrorist attack, members may participate
13remotely and cast votes in sessions, by joint proclamation of
14the Speaker of the House of Representatives and the President
15of the Senate, and committees of either the House of
16Representatives or Senate may participate remotely pursuant to
17the rules of the chamber. The House of Representatives and the
18Senate shall adopt rules for remote participation. The rules of
19the chamber may not require that a quorum of the members be
20physically present at the location of the session or the
21committee meeting, and shall allow that a quorum may be
22established remotely. As used in this Section, "participate
23remotely" means simultaneous, interactive participation in

1session or committee meeting by members not physically present,
2through means of communication technologies designed to
3accommodate and facilitate such simultaneous, interactive
4participation and where members of the public may view such
5meetings or sessions.

7    Section 99. Effective date. This Act takes effect upon
8becoming law.
