SYNOPSIS AS INTRODUCED:
 
230 ILCS 45/25-37 new

    Amends the Sports Wagering Act. Authorizes a professional women's sports team that has been in existence at least 10 years or its designee to apply to the Illinois Gaming Board to be issued a master sports wagering license. Provides for the initial license fee, renewal fee, and conduct of providing sports wagering by a professional women's sports team or its designee.

1    AN ACT concerning gaming.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Sports Wagering Act is amended by adding
5Section 25-37 as follows:
 
6    (230 ILCS 45/25-37 new)
7    Sec. 25-37. Other master sports wagering licenses. A
8professional women's sports team that has been in existence for
9at least 10 years before the effective date of this amendatory
10Act of the 101st General Assembly or its designee may apply to
11the Board for a master sports wagering license. To the extent
12permitted by federal and State law, the Board shall actively
13seek to achieve racial, ethnic, and geographic diversity when
14issuing the master sports wagering license and encourage
15minority-owned businesses, women-owned businesses,
16veteran-owned businesses, and businesses owned by persons with
17disabilities to apply for licensure. Additionally, the report
18published under subsection (m) of Section 25-45 shall impact
19the issuance of the master sports wagering license to the
20extent permitted by federal and State law.
21    The initial license fee for a master sports wagering
22license issued under this Section is 5% of the professional
23women's sports team's or its designee's adjusted gross receipts

1from the preceding calendar year. No initial license fee shall
2exceed $10,000,000. The master sports wagering license is valid
3for 4 years.
4    The professional women's sports team or its designee may
5renew the master sports wagering license for a period of 4
6years by paying a $1,000,000 renewal fee to the Board.
7    A professional women's sports team or its designee issued a
8master sports wagering license may conduct sports wagering:
9        (1) at the facility in which the professional women's
10    sports team plays or within 5 blocks of that facility; and
11        (2) over the Internet or through a mobile application.
12    The sports wagering offered over the Internet or through a
13    mobile application shall only be offered under either the
14    same brand as the professional women's sports team or its
15    designee is operating under or a brand owned by a direct or
16    indirect holding company that owns at least an 80% interest
17    in that professional women's sports team or its designee on
18    the effective date of this amendatory Act of the 101st
19    General Assembly.
20    Until issuance of the first license under Section 25-45, an
21individual must create a sports wagering account in person at a
22facility under paragraph (1) to participate in sports wagering
23offered over the Internet or through a mobile application.
24    As used in this Section:
25    "Designee" means a master sports wagering licensee under
26Section 25-30, 25-35, or 25-45 or a management services

1provider licensee.
2    "Minority-owned business", "women-owned business", and
3"business owned by persons with disabilities" have the meanings
4given to those terms in Section 2 of the Business Enterprise
5for Minorities, Women, and Persons with Disabilities Act.
