    Amends the Illinois Municipal Code. Provides that, in a municipality with at least one high school in a county of 175,000 or more inhabitants, the municipality shall include in its search for new hires for its police department candidates who are in or who have completed the police training academy job training program under the School Code from high schools in marginalized communities. Limits home rule powers. Amends the School Code. Makes the establishment of the police training academy job training program mandatory in school districts with a high school in a county of 175,000 or more inhabitants.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Municipal Code is amended by adding
5Section 10-4-6.5 as follows:
 
6    (65 ILCS 5/10-4-6.5 new)
7    Sec. 10-4-6.5. Police training academy job training
8program. In a municipality with at least one high school in a
9county of 175,000 or more inhabitants, the municipality shall
10include in its search for new hires for its police department
11candidates who are in or who have completed the police training
12academy job training program under Section 22-83 of the School
13Code from high schools in marginalized communities.
14    A home rule municipality may not search for candidates for
15its police department in a manner inconsistent with this
16Section. This Section is a limitation under subsection (i) of
17Section 6 of Article VII of the Illinois Constitution on the
18concurrent exercise by home rule units of powers and functions
19exercised by the State.
 
20    Section 10. The School Code is amended by changing Section
2122-83 as follows:

2    Sec. 22-83. Police training academy job training program.
3    (a) In a county of 175,000 or more inhabitants, any school
4district with a high school shall may establish one or more
5partnerships with a local police department, county sheriff, or
6police training academy to establish a jobs training program
7for high school students. The school district shall establish
8its partnership or partnerships on behalf of all of the high
9schools in the district; no high school shall establish a
10partnership for this purpose separate from the school
11district's partnership under this Section. The jobs training
12program shall be open to all students, regardless of prior
13academic history. However, to encourage and maintain
14successful program participation and partnerships, the school
15districts and their partner agencies may impose specific
16program requirements.
17    (b) The State Board of Education shall track participation
18and the success of students participating in the jobs training
19program established under this Section and annually publish a
20report on its website examining the program and its success.
