    Amends various Acts relating to the governance of public universities and community colleges in Illinois. For non-tenured and adjunct faculty, requires the governing board of each public university and community college district to provide the following: (i) a minimum per class salary for non-tenured track faculty that is at least equal to the equivalent percentage salary of full-time faculty, (ii) a minimum per class salary for adjunct faculty that is at least equal to the equivalent percentage salary of a starting full-time, non-tenured track faculty member at the institution, and (iii) State benefits, including health insurance and pension, for any adjunct faculty teaching a combined 50% workload at any combination of public higher education institutions. Amends the State Mandates Act requiring implementation without reimbursement. Effective immediately.

1    AN ACT concerning higher education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 120 as follows:
 
6    (110 ILCS 305/120 new)
7    Sec. 120. Non-tenured and adjunct faculty. In regards to
8non-tenured and adjunct faculty, the Board of Trustees shall
9provide for:
10    (a) a minimum per class salary for non-tenured track
11faculty that is at least equal to the equivalent percentage
12salary of full-time faculty.
13    (b) a minimum per class salary for adjunct faculty that is
14at least equal to the equivalent percentage salary of a
15starting full-time, non-tenured track faculty member at the
16institution.
17    (c) State benefits, including health insurance and
18pension, for adjunct faculty teaching a combined 50% workload
19at any combination of public higher education institutions.
 
20    Section 10. The Southern Illinois University Management
21Act is amended by adding Section 100 as follows:

3non-tenured and adjunct faculty, the Board of Trustees shall
4provide for:

20provide for:
21    (a) a minimum per class salary for non-tenured track

12provide for:
13    (a) a minimum per class salary for non-tenured track
14faculty that is at least equal to the equivalent percentage
15salary of full-time faculty.
16    (b) a minimum per class salary for adjunct faculty that is
17at least equal to the equivalent percentage salary of a
18starting full-time, non-tenured track faculty member at the
19institution.

14provide for:
15    (a) a minimum per class salary for non-tenured track

4    Sec. 30-220. Non-tenured and adjunct faculty. In regards to
5non-tenured and adjunct faculty, the Board of Trustees shall
6provide for:
7    (a) a minimum per class salary for non-tenured track
8faculty that is at least equal to the equivalent percentage
9salary of full-time faculty.
10    (b) a minimum per class salary for adjunct faculty that is
11at least equal to the equivalent percentage salary of a
12starting full-time, non-tenured track faculty member at the
13institution.
14    (c) State benefits, including health insurance and
15pension, for adjunct faculty teaching a combined 50% workload
16at any combination of public higher education institutions.
 
17    Section 45. The Western Illinois University Law is amended
18by adding Section 35-215 as follows:

21non-tenured and adjunct faculty, the Board of Trustees shall

11    Section 50. The Public Community College Act is amended by
12adding Section 3-29.14 as follows:
 
13    (110 ILCS 805/3-29.14 new)
14    Sec. 3-29.14. Non-tenured and adjunct faculty. In regards
15to non-tenured and adjunct faculty, the board of each community
16college district shall provide for:
17    (a) a minimum per class salary for non-tenured track
18faculty that is at least equal to the equivalent percentage
19salary of full-time faculty.
20    (b) a minimum per class salary for adjunct faculty that is
21at least equal to the equivalent percentage salary of a
22starting full-time, non-tenured track faculty member at the
23institution.

3    Section 90. The State Mandates Act is amended by adding
4Section 8.44 as follows:
 
5    (30 ILCS 805/8.44 new)
6    Sec. 8.44. Exempt mandate. Notwithstanding Sections 6 and 8
7of this Act, no reimbursement by the State is required for the
8implementation of any mandate created by this amendatory Act of
9the 101st General Assembly.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
