SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/27-23.12

    Amends the School Code. With regard to the Emotional Intelligence and Social and Emotional Learning Task Force, requires the Task Force to complete guidelines and recommendations on or before March 1, 2021 (rather than March 1, 2020). Effective immediately.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The School Code is amended by changing Section
527-23.12 as follows:
 
6    (105 ILCS 5/27-23.12)
7    (Text of Section before amendment by P.A. 101-498)
8    Sec. 27-23.12. Emotional Intelligence and Social and
9Emotional Learning Task Force. The Emotional Intelligence and
10Social and Emotional Learning Task Force is created to develop
11curriculum and assessment guidelines and best practices on
12emotional intelligence and social and emotional learning. The
13Task Force shall consist of the State Superintendent of
14Education or his or her designee and all of the following
15members, appointed by the State Superintendent:
16        (1) A representative of a school district organized
17    under Article 34 of this Code.
18        (2) A representative of a statewide organization
19    representing school boards.
20        (3) A representative of a statewide organization
21    representing individuals holding professional educator
22    licenses with school support personnel endorsements under
23    Article 21B of this Code, including school social workers,

1    school psychologists, and school nurses.
2        (4) A representative of a statewide organization
3    representing children's mental health experts.
4        (5) A representative of a statewide organization
5    representing school principals.
6        (6) An employee of a school under Article 13A of this
7    Code.
8        (7) A school psychologist employed by a school district
9    in Cook County.
10        (8) Representatives of other appropriate State
11    agencies, as determined by the State Superintendent.
12    Members appointed by the State Superintendent shall serve
13without compensation but shall be reimbursed for their
14reasonable and necessary expenses from funds appropriated to
15the State Board of Education for that purpose, including
16travel, subject to the rules of the appropriate travel control
17board. The Task Force shall meet at the call of the State
18Superintendent. The State Board of Education shall provide
19administrative and other support to the Task Force.
20    The Task Force shall develop age-appropriate, emotional
21intelligence and social and emotional learning curriculum and
22assessment guidelines and best practices for elementary
23schools and high schools. The guidelines shall, at a minimum,
24include teaching how to recognize, direct, and positively
25express emotions. The Task Force shall complete the guidelines
26on or before March 1, 2021 January 1, 2019. Upon completion of

1the guidelines the Task Force is dissolved.

1and recommendations the Task Force is dissolved.

4    Section 95. No acceleration or delay. Where this Act makes
5changes in a statute that is represented in this Act by text
6that is not yet or no longer in effect (for example, a Section
7represented by multiple versions), the use of that text does
8not accelerate or delay the taking effect of (i) the changes
9made by this Act or (ii) provisions derived from any other
10Public Act.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
