    Amends various Acts relating to the governance of public universities and community colleges in Illinois. Requires the governing board of each public university and community college district to provide, in buildings located on the institution's campus that have public access, at least one lactation room or other secure area for a lactating student to express breast milk, breastfeed an infant child, or address other needs related to breastfeeding, in private. Provides that an existing room or area may be used to satisfy the requirements. Effective January 1, 2021.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The University of Illinois Act is amended by
5adding Section 120 as follows:
 
6    (110 ILCS 305/120 new)
7    Sec. 120. Lactation rooms on campus. The Board of Trustees
8must provide, in buildings located on the university campus
9that have public access, at least one lactation room or other
10secure area for a lactating student to express breast milk,
11breastfeed an infant child, or address other needs related to
12breastfeeding, in private. The accommodations under this
13Section must include, but are not limited to, access to a
14private and secure room or other area that is located outside
15the confines of a restroom with, at a minimum, a chair, a
16table, access to an electrical outlet for a breast pump or any
17other equipment used to express breast milk, and a sink with
18running water where possible. An existing room or area may be
19used to satisfy the requirements of this Section.
 
20    Section 10. The Southern Illinois University Management
21Act is amended by adding Section 100 as follows:

14    Sec. 3-29.14. Lactation rooms on campus. The board must
15provide, in buildings located on the college campus that have
16public access, at least one lactation room or other secure area
17for a lactating student to express breast milk, breastfeed an
18infant child, or address other needs related to breastfeeding,
19in private. The accommodations under this Section must include,
20but are not limited to, access to a private and secure room or
21other area that is located outside the confines of a restroom
22with, at a minimum, a chair, a table, access to an electrical
23outlet for a breast pump or any other equipment used to express
24breast milk, and a sink with running water where possible. An

3    Section 99. Effective date. This Act takes effect January
41, 2021.
