SYNOPSIS AS INTRODUCED:

30 ILCS 105/5.930 new

    Amends the Legislative Commission Reorganization Act of 1984. Creates the Women's Tribute Statue Commission to fund, commission, and place statues of Rosa Parks and Judy Baar Topinka on the grounds of the legislative complex. Provides for membership and meetings requirements of the Commission. Creates the Women's Tribute Statue Commission Fund as a special fund in the State treasury. Provides that the Fund may accept deposits from any source, whether public or private, and may be appropriated only for funding, commissioning, and placing statues of Rosa Parks and Judy Baar Topinka on the grounds of the legislative complex. Provides for the dissolution of the Commission. Provides further requirements concerning the commission and placement of the statues by the Women's Tribute Statue Commission and the Architect of the Capitol. Amends the State Finance Act to provide for the Women's Tribute Statue Commission Fund. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Legislative Commission Reorganization Act
5of 1984 is amended by adding Sections 8A-60 and 8A-65 as
6follows:
 
7    (25 ILCS 130/8A-60 new)
8    Sec. 8A-60. Women's Tribute Statue Commission; Fund.
9    (a) The Women's Tribute Statue Commission is hereby created
10to fund, commission, and place statues of Rosa Parks and Judy
11Baar Topinka on the grounds of the legislative complex. The
12Commission shall work in consultation with the Architect of the
13Capitol in funding, commissioning, and placing the statues
14provided for under this Section.
15    (b) The Commission shall consist of 7 members, who shall
16serve without compensation, appointed as follows:
17        (1) 3 members appointed by the Governor;
18        (2) 2 members appointed by the President of the Senate;
19    and
20        (3) 2 members appointed by the Speaker of the House of
21    Representatives.
22    (c) Members of the Commission shall be representative of
23and have experience related to the arts, disabilities, and

1civil rights, and the appointing authorities shall coordinate
2their appointments so that the composition of the Commission
3reflects the diversity of gender, race, and geography of the
4State. Members of the Commission shall serve at the pleasure of
5the appointing authorities.
6    (d) The Governor shall select one of his or her appointees
7to the Commission as the Chair of the Commission, and the
8members may elect a Vice-Chair from among the membership of the
9Commission. The Commission shall meet at the call of the Chair
10or at the call of the majority of the members, and the presence
11of 4 members at a called meeting shall constitute a quorum for
12the purpose of transacting Commission business. Meetings of the
13Commission shall be subject to the Open Meetings Act, and
14members shall be considered public officials. The Commission
15may adopt bylaws to govern its proceedings and functions under
16this Section.
17    (e) The Women's Tribute Statue Commission Fund is created
18as a special fund in the State treasury. The Fund may accept
19deposits from any source, whether public or private, and may be
20appropriated only for the use of the Women's Tribute Statue
21Commission, in consultation with the Architect of the Capitol,
22in funding, commissioning, and placing statues of Rosa Parks
23and Judy Baar Topinka on the grounds of the legislative
24complex.
25    (f) The Commission and Fund created under this Section
26shall be dissolved within one year after the placement of the

1statues provided for under Section 8A-65. This Section is
2repealed upon the dissolution of the Commission.

4    Sec. 8A-65. Rosa Parks and Judy Baar Topinka statues.
5    (a) Notwithstanding any law or rule to the contrary, the
6Women's Tribute Statue Commission, in consultation with the
7Architect of the Capitol, shall provide for the commission and
8placement of a statue on the grounds of the legislative complex
9depicting civil rights activist Rosa Parks. The Women's Tribute
10Statue Commission, in consultation with the Architect of the
11Capitol, may provide for the design and fabrication of the
12statue, including in-kind services and input from public and
13private organizations and entities, or may otherwise acquire,
14using funds collected for such purpose or a statue donated for
15such purpose, a suitable statue for placement under this
16Section.
17    (b) Notwithstanding any law or rule to the contrary, the
18Women's Tribute Statue Commission, in consultation with the
19Architect of the Capitol, shall provide for the commission and
20placement of a statue on the grounds of the legislative complex
21depicting former State Treasurer and Comptroller Judy Baar
22Topinka. The Women's Tribute Statue Commission, in
23consultation with the Architect of the Capitol, may provide for
24the design and fabrication of the statue, including in-kind
25services and input from public and private organizations and

1entities, or may otherwise acquire, using funds collected for
2such purpose or a statue donated for such purpose, a suitable
3statue for placement under this Section.
4    (c) The Architect of the Capitol, at the direction of the
5Board of the Office of the Architect of the Capitol, and in
6consultation with the Women's Tribute Statue Commission, shall
7take actions necessary to provide for the placement and
8unveiling of the statues authorized under subsections (a) and
9(b) on the grounds of the legislative complex within a
10reasonable period of time after the effective date of this
11amendatory Act of the 101st General Assembly.
 
12    Section 10. The State Finance Act is amended by adding
13Section 5.930 as follows:
 
14    (30 ILCS 105/5.930 new)
15    Sec. 5.930. The Women's Tribute Statue Commission Fund.
16This Section is repealed upon the dissolution of the Women's
17Tribute Statue Commission created under Section 8A-60 of the
18Legislative Commission Reorganization Act of 1984.
 
19    Section 99. Effective date. This Act takes effect upon
20becoming law.
