AMENDMENT TO HOUSE BILL 3516

2    AMENDMENT NO. ______. Amend House Bill 3516, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Rehabilitation of Persons with
6Disabilities Act is amended by changing Section 12 as follows:
 
7    (20 ILCS 2405/12)  (from Ch. 23, par. 3443)
8    Sec. 12. Services for the visually impaired. The Department
9shall provide community services and medical services,
10including, but not limited to, nursing staff services for basic
11medical care, for persons with visual disabilities at the
12Illinois Center for Rehabilitation and Education to promote the
13general welfare and rehabilitation of persons with major visual
14disabilities and provide such related services as will promote
15independent living, lessen the limitations of their
16disability, teach them vocational and other skills, and assist

1in making them self-supporting and responsible citizens of
2their communities. The community services program shall
3provide such instruction and intensive rehabilitation training
4service individually or in groups as is deemed necessary and
5practicable for each individual case, using the best
6appliances, skills, and specialist services known. The Center
7shall carry out these purposes by providing appropriate
8training in a residential center for persons with visual
9disabilities who are found to be qualified for such training.
10    In order to facilitate the training and rehabilitation of
11persons with major visual disabilities in industrial work
12processes and provide necessary services, the Center and the
13community services program shall have authority to seek and
14negotiate contracts with agencies, individuals, firms,
15manufacturers or corporations for the repair of machines or
16equipment for persons with visual disabilities and for
17separating, sorting, packaging, tying, wrapping, or otherwise
18putting together small objects. The rates charged for such work
19shall be reasonable and adequate, and comparable to those paid
20other persons for similar services, except as the projects are
21used for training and rehabilitation of persons with visual
22disabilities who may not be compensated during the period of
23training.
24    All money which has been or may be paid to, or is received
25as payment for such work shall be deposited in an approved bank
26or savings and loan association in a special account known as

1the Industrial Project Fund. All deposits and expenditures of
2the Industrial Project Fund shall be made under the direction
3of the Department and in accordance with its rules and
4regulations. Expenditures shall be limited to salaries and
5wages paid to the persons with visual disabilities performing
6the work and for necessary supplies, expenses and equipment
7required to facilitate and operate such training and
8employment, and for the benefit, special comfort, pleasure,
9amusement and rehabilitation of all persons with visual
10disabilities receiving services from the Department.
11    No bank or savings and loan association shall receive
12public funds as permitted by this Section, unless it has
13complied with the requirements established under Section 6 of
14the Public Funds Investment Act.
