SYNOPSIS AS INTRODUCED:
 
305 ILCS 5/12-4.13c new

    Amends the Illinois Public Aid Code. Requires the Department of Human Services to establish a Restaurant Meals Program to permit individuals who are elderly, persons with a disability, and homeless individuals to redeem their Supplemental Nutrition Assistance Program benefits at private establishments that contract with the Department to offer meals for eligible SNAP recipients at concessional prices. Requires the Restaurant Meals Program to be operational no later than January 1, 2020. Requires the Department to adopt rules. Effective immediately.

1    AN ACT concerning public aid.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Public Aid Code is amended by
5adding Section 12-4.13c as follows:
 
6    (305 ILCS 5/12-4.13c new)
7    Sec. 12-4.13c. SNAP Restaurant Meals Program.
8    (a) The Department of Human Services shall establish a
9Restaurant Meals Program as part of the federal Supplemental
10Nutrition Assistance Program (SNAP). Under the Restaurant
11Meals Program, households containing elderly or disabled
12members, and their spouses, as defined in 7 U.S.C. 2012(j), or
13homeless individuals, as defined in 7 U.S.C. 2012(l), shall
14have the option in accordance with 7 U.S.C. 2012(k) to redeem
15their SNAP benefits at private establishments that contract
16with the Department to offer meals for eligible individuals at
17concessional prices subject to 7 U.S.C. 2018(h). The Restaurant
18Meals Program shall be operational no later than January 1,
192020.
20    (b) The Department of Human Services shall adopt any rules
21necessary to implement the provisions of this Section.
 
22    Section 99. Effective date. This Act takes effect upon
