SYNOPSIS AS INTRODUCED:

310 ILCS 70/12.5 new

    Amends the Homelessness Prevention Act. Changes certain types of assistance grantees shall offer households to prevent homelessness as follows: (1) payment of a rent or mortgage arrearage (rather than payment of a rent or mortgage arrearage in an amount established as necessary to defeat the eviction or foreclosure, but shall in no event be greater than 3 months of rental or mortgage arrears); (2) payment of a security deposit (rather than payment of a rent deposit or security deposit and payment of not more than 2 months rent or mortgage payments); and (3) payment of rent or mortgage. Provides that in no case shall the total assistance for a household be greater than the equivalent of 6 months of rent or mortgage payments. Provides that, on an annual basis, a grantee's administrative costs and case management expenses shall not exceed 15% of the grant amount it receives.

1    AN ACT concerning housing.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Homelessness Prevention Act is amended by
5changing Section 6 and by adding Section 12.5 as follows:
 
6    (310 ILCS 70/6)  (from Ch. 67 1/2, par. 1306)
7    Sec. 6. Forms of assistance. Assistance offered to
8households by grantees shall include but not be limited to the
9following:
10    (a) payment of a rent or mortgage arrearage in an amount
11established as necessary to defeat the eviction or foreclosure,
12but shall in no event be greater than 3 months of rental or
13mortgage arrears;
14    (b) payment of a rent deposit or security deposit and
15payment of not more than 2 months rent or mortgage payments;
16    (b-5) payment of rent or mortgage;
17    (c) payment of utility bills and arrearages; or
18    (d) support services, where appropriate, to prevent
19homelessness or repeated episodes of homelessness.
20In no case shall the total assistance for a household be
21greater than the equivalent of 6 months of rent or mortgage
22payments.
