SYNOPSIS AS INTRODUCED:

    Amends the Illinois Municipal Code. Creates the Quad Cities Outsourcing Prevention Task Force. Provides that the Task Force will consist of 11 members appointed by the President and minority leader of the Senate, the Speaker and minority leader of the House of Representatives, the Director of the Department of Commerce and Economic Opportunity, the county board chairman of Rock Island County, and the Governor. Provides that the Governor shall appoint one member from the organization that represents the largest number of businesses in the Quad Cities (the Cities of East Moline, Moline, and Rock Island) and the county board chairman of Rock Island County shall appoint one member from an organization that represents union workers. Provides that the members of the Task Force shall not receive compensation and shall hold meetings at least quarterly. Provides that the Department of Commerce and Economic Opportunity shall provide administrative and other support to the Task Force. Provides that on or before January 1, 2020, the Task Force shall prepare and submit a report to the General Assembly and the report shall, at a minimum: (1) recommend how the State can keep employers and jobs in Illinois; (2) identify and describe best practices to prevent outsourcing of Illinois jobs; and (3) identify employment sectors most affected by outsourcing. Provides that the Division creating and concerning the Task Force shall be repealed 2 years after the effective date of the amendatory Act. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Municipal Code is amended by adding
5Division 6 to Article 10 as follows:

DIVISION 6. QUAD CITIES OUTSOURCING PREVENTION TASK FORCE

9    Sec. 10-6-5. Task force established. There is hereby
10established the Quad Cities Outsourcing Prevention Task Force.
11The Task Force shall make recommendations to the General
12Assembly about job losses in Illinois due to outsourcing.
 
13    (65 ILCS 5/10-6-10 new)
14    Sec. 10-6-10. Members; compensation; meetings.
15    (a) The Quad Cities Outsourcing Prevention Task Force shall
16have 11 members and the members shall be appointed no later
17than 30 days after the effective date of this amendatory Act of
18the 101st General Assembly as follows:
19        (1) the President and minority leader of the Senate and
20    the Speaker and minority leader of the House of
21    Representatives shall each appoint 2 members;

1        (2) the Director of the Department of Commerce and
2    Economic Opportunity shall appoint one member;
3        (3) the county board chairman of Rock Island County
4    shall appoint one member from an organization that
5    represents union workers; and
6        (4) the Governor shall appoint one member from the
7    organization that represents the largest number of
8    businesses in the Quad Cities.
9    Members of the Task Force shall choose a chairperson from
10the appointed members.
11    (b) The members of the Task Force shall not receive
12compensation.
13    (c) The Task Force shall hold meetings at least quarterly.
14    (d) As used in this Section, "Quad Cities" are the Cities
15of East Moline, Moline, and Rock Island.

17    Sec. 10-6-15. Administrative support. The Department of
18Commerce and Economic Opportunity shall provide administrative
19and other support to the Quad Cities Outsourcing Prevention
20Task Force.
 
21    (65 ILCS 5/10-6-20 new)
22    Sec. 10-6-20. Report to General Assembly. On or before
23January 1, 2020, the Quad Cities Outsourcing Prevention Task
24Force shall prepare and submit a report to the General

1Assembly. The report shall, at a minimum:
2        (1) recommend how the State can keep employers and jobs

4        (2) identify and describe best practices to prevent
5    outsourcing of Illinois jobs; and

9    Sec. 10-6-25. Repeal. This Division is repealed on January
101, 2021.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.
