AMENDMENT TO HOUSE BILL 143

2    AMENDMENT NO. ______. Amend House Bill 143 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Finance Act is amended by adding
5Sections 5.891 and 6z-107 as follows:
 
6    (30 ILCS 105/5.891 new)
7    Sec. 5.891. The Schaaf-Yang Syndrome Fund.
 
8    (30 ILCS 105/6z-107 new)
9    Sec. 6z-107. The Schaaf-Yang Syndrome Fund.
10    (a) The Schaaf-Yang Syndrome Research Fund is created as a
11special fund in the State treasury. Subject to appropriation,
12moneys in the Fund shall be used by the Department of Public
13Health to make grants to public or private not-for-profit
14entities for the purpose of conducting Schaaf-Yang Syndrome
15research. For the purposes of this Section, "research"

1includes, but is not limited to, expenditures to develop and
2advance the understanding, techniques, and modalities
3effective in early detection, prevention, cure, screening, and
4treatment of Schaaf-Yang Syndrome and may include clinical
5trials. The grant funds may not be used for institutional
6overhead costs, indirect costs, other organizational levies,
7or costs of community-based support services.
8    (b) As soon as practical after the effective date of this
9amendatory Act of the 101st General Assembly, the State
10Treasurer shall transfer $300,000 from the General Revenue Fund
11to the Schaaf-Yang Syndrome Fund.
 
12    Section 99. Effective date. This Act takes effect July 1,
132019.".
