AMENDMENT TO HOUSE BILL 131

2    AMENDMENT NO. ______. Amend House Bill 131, AS AMENDED,
3with reference to page and line numbers of House Amendment No.
41, by replacing line 23 on page 4 through line 3 on page 5 with
5the following:
6        "(1) 2 co-chairs, one of whom shall be appointed by the
7    principal sponsor of House Bill 131 of the 101st General
8    Assembly in the House of Representatives and one of whom
9    shall be appointed by the chief co-sponsor of House Bill
10    131 of the 101st General Assembly in the House of
11    Representatives;
12        (2) 2 members, one of whom shall be appointed by the
13    principal sponsor of House Bill 131 of the 101st General
14    Assembly in the Senate and one of whom shall be appointed
15    by the chief co-sponsor of House Bill 131 of the 101st
16    General Assembly in the Senate; and
17        (3) one member appointed by the Governor."; and

1on page 5, line 14, by replacing "." with ", as set forth in
2this Section."; and
 
3on page 6, line 11, by replacing "minority group" with
4"community of color"; and
 
5on page 6, immediately below line 13, by inserting the
6following:
7    "(b-5) A fiscal agent that provides services to
8predominantly African-American communities must:
9        (1) have a pre-existing in-house community navigator
10    program;
11        (2) have a pre-existing program supporting formerly
12    incarcerated individuals with legal and social services;
13        (3) have a pre-existing Know Your Rights education
14    program with at least monthly seminars;
15        (4) have a formal relationship with a community bond
16    fund;
17        (5) have headquarters in a census tract where at least
18    75% of the population is African-American;
19        (6) have a pre-existing relationship with 3 or more
20    private law firms (whose main offices are located in a
21    census tract where at least 75% of the people are
22    African-American) that provide pro bono legal services;
23    and
24        (7) have a pre-existing relationship with an

1    organization that works with incarcerated individuals and
2    survivors of domestic and sexual violence.".
