AMENDMENT TO HOUSE BILL 114

2    AMENDMENT NO. ______. Amend House Bill 114 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Property Tax Code is amended by changing
5Section 5-15 as follows:
 
6    (35 ILCS 200/5-15)
7    Sec. 5-15. Board employees. In counties with 3,000,000 or
8more inhabitants, the board of appeals (until the first Monday
9in December 1998 and the board of review beginning on the first
10Monday in December 1998 and thereafter) shall appoint a Chief
11Clerk, a Secretary, and a deputy in charge of complaints. The
12Board may also employ deputies and other staff as may be
13necessary to assist the Board in the proper discharge of its
14duties. The Chief Clerk, the Secretary and the deputies shall
15have authority to administer oaths and examine under oath those
16persons who appear for a hearing. The Board may assign any

1matter to a deputy for preliminary hearing. With respect to
2applications for exemption reviewed under Section 16-130, the
3Secretary shall prepare and forward to the Department a full
4and complete statement of all the facts together with documents
5in each case and shall also forward a statement of the facts to
6the county assessor. Except as provided in Section 9-85, in all
7other instances the board shall certify its action and orders
8to the county assessor and the county assessor shall carry out
9the orders under the direction of the board. Employees of the
10board of appeals (until the first Monday in December 1998 and
11the board of review beginning on the first Monday in December
121998 and thereafter) shall receive compensation fixed by the
13county board upon the recommendation of the board, payable from
14the county treasury. Upon establishing the compensation of
15board of review employees fixed by the county board, the county
16shall, at all times, ensure that each of the commissioners on
17the board of review receives equitable resources and staffing.

20    Section 99. Effective date. This Act takes effect upon
21becoming law.".
