AMENDMENT TO HOUSE BILL 4

2    AMENDMENT NO. ______. Amend House Bill 4 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Public Aid Code is amended by
5adding Section 5-18.5 as follows:
 
6    (305 ILCS 5/5-18.5 new)
7    Sec. 5-18.5. Doula and evidence-based home visiting
8services. Notwithstanding any other provision of this Code,
9doula services and evidence-based home visiting services shall
10be covered under the medical assistance program for persons who
11are otherwise eligible for medical assistance under this
12Article. For the purposes of this Section, a perinatal doula is
13a trained provider who provides regular, voluntary physical,
14emotional, and educational support, but not medical or midwife
15care, to pregnant and birthing persons before, during, and
16after childbirth, otherwise known as the perinatal period.

1Perinatal doula services include regular visits beginning in
2the prenatal period and continuing into the postnatal period,
3inclusive of continuous support during labor and delivery,
4which support healthy pregnancies and positive birth outcomes.
5Perinatal doula services may be embedded in an existing
6program, such as evidence-based home visiting. For the purposes
7of this Section, home visiting is a voluntary, evidence-based
8strategy used to support pregnant people, infants, and young
9children and their caregivers to promote infant, child, and
10maternal health, foster educational development and school
11readiness, and help prevent child abuse and neglect. Home
12visitors are trained professionals whose visits and activities
13focus on promoting strong parent-child attachment to foster
14healthy child development.
15    The Department of Healthcare and Family Services, in
16consultation with the State Board of Education, the Governor's
17Office of Early Childhood Development, and the Department of
18Human Services, shall adopt rules to administer this Section,
19including setting forth the certification and training
20requirements for perinatal doulas and home visitors eligible
21for reimbursement under Illinois' State Medicaid Plan, as well
22as the reimbursement rates for the provision of services to
23eligible persons. The Department of Healthcare and Family
24Services shall seek such State plan amendments or waivers as
25may be necessary to implement the provisions of this Section
26and to secure federal financial participation for State

1Medicaid expenditures under the federal Medicaid program. The
2Department of Healthcare and Family Services shall consult with
3the Illinois Early Learning Council on issues of
4implementation, and may request additional guidance from an
5advisory body of the Illinois Early Learning Council comprised
6of experts with knowledge of perinatal doula and home visiting
7services and perinatal health.
 
8    Section 99. Effective date. This Act takes effect July 1,
92021.".
