SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of James W. "Jim" Loyd of Roxana, who passed
4away on April 6, 2018; and
 
5    WHEREAS, Jim Loyd was born in Centralia to Ira R. and Dolly
6M. (Kurtz) Loyd on July 6, 1935; his family moved to the Roxana
7area in 1947, and he graduated from Roxana High School in 1953,
8where, since the age of 16, he had helped with the construction
9of the new building; he served in the United States Navy during
10the Korean War, transporting documents in Washington, D.C.;
11after his discharge, he returned to Roxana and married Sherryl
12Pitt; he later married Judy Cleveland, on February 1, 1964; and
 
13    WHEREAS, Jim Loyd worked for the Village of Roxana in every
14department, including the Library Board and the Park Board; he
15became a police officer and served for 33 years, including 17
16as Chief; he was later elected mayor and to multiple terms as a
17board member; and
 
18    WHEREAS, Jim Loyd's life was dedicated to his family, his
19church, Wood River Community of Christ, and the citizens of
20Roxana; he was inspired to serve the youth of the community; he
21supported the DARE program and inspired other officers to
22follow his passion; he directed church youth camps, and taught

1riflery and pistolry; he was a faithful supporter of many
2causes, including Backstoppers; he enjoyed mowing the grass for
3the church on Vaughn Hill and always aimed for a golf course
4appearance; and
 
5    WHEREAS, Jim Loyd was preceded in death by his parents; his
6sisters, Iona Gordon and Juanita Giddings; and his brother,
7Jack "Duke" Loyd; and
 
8    WHEREAS, Jim Loyd is survived by his wife, Judy; his
9children, Beth Merkel, K.C. Loyd, and Kirsten Melton; his
10grandchildren; and his many nieces and nephews; therefore, be
11it
 
12    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
13ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
14James W. "Jim" Loyd and extend our sincere condolences to his
15family, friends, and all who knew and loved him; and be it
16further
 
17    RESOLVED, That a suitable copy of this resolution be
18presented to the family of Jim Loyd as an expression of our
19deepest sympathy.
