SENATE RESOLUTION

 
2    WHEREAS, The members of the Illinois Senate are saddened to
3learn of the death of U.S. District Judge Milton Shadur, who
4passed away on January 14, 2018; and
 
5    WHEREAS, Judge Shadur was born in St. Paul, Minnesota and
6grew up in Milwaukee, Wisconsin, one of four brothers; he
7finished high school in Milwaukee at the age of 15; at 18, he
8graduated from the University of Chicago with a bachelor's
9degree in mathematics and physics; he went on to serve as a
10radar officer in the United States Navy during World War II and
11eventually earned the rank of lieutenant; while on leave, he
12was introduced to a friend's cousin, Eleanor, and they later
13married; and
 
14    WHEREAS, After his military service, Judge Shadur returned
15to the University of Chicago and earned a law degree; after a
16long career in private practice, he was nominated to the bench
17by then-President Jimmy Carter in 1980; and
 
18    WHEREAS, Judge Shadur oversaw the court-ordered
19desegregation plan for Chicago Public Schools; during the
201980s, he also approved a consent decree that ordered the
21county to improve conditions at the Cook County Jail and called
22for the release of prisoners to curtail severe overcrowding; he

1was among the first federal judges to explicitly acknowledge
2abuse by the Chicago Police; he continued to oversee
3significant litigation, including a class-action lawsuit filed
4by the Chicago Teachers Union against the Chicago Public
5Schools; and
 
6    WHEREAS, Judge Shadur devoted his life to upholding
7justice, to his country, and to his family; in his 37 years on
8the bench, he was known as a titan of fairness and decency; he
9will long be remembered for his sharp legal mind, independence,
10integrity, and passion for his wife and family, the law, and
11the Northern District of Illinois; and
 
12    WHEREAS, Judge Shadur was preceded in death by by his
13daughter, Karen; and
 
14    WHEREAS, Judge Shadur is survived by his wife of 72 years,
15Eleanor; his daughter, Beth; his son, Robert; his three
16grandchildren; and his four great-grandchildren; therefore, be
17it
 
18    RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
19ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
20U.S. District Judge Milton Shadur and extend our sincere
21condolences to his family, friends, and all who knew and loved
22him; and be it further
