AMENDMENT TO SENATE BILL 3127

2    AMENDMENT NO. ______. Amend Senate Bill 3127, AS AMENDED,
3by replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Capital Development Board Act is amended by
6changing Section 5 as follows:
 
7    (20 ILCS 3105/5)  (from Ch. 127, par. 775)
8    Sec. 5. The Board shall consist of 7 members, no more than
94 of whom may be of the same political party, all of whom shall
10be appointed by the Governor, by and with the consent of the
11Senate, and one of whom shall be designated as chairman by the
12Governor. No person may be appointed as a member of the Board
13who is serving as an elected officer for the State or for any
14unit of local government within the State.
15    If the Senate is not in session when the first appointments
16are made, the Governor shall make temporary appointments as in

1the case of a vacancy. In making the first appointments, the
2Governor shall designate 2 members to serve until January,
31974, 2 members to serve until January, 1975, 2 members to
4serve until January, 1976 and 1 member to serve until January,
51977, or until their successors are appointed and qualified.
6Notwithstanding any provision of law to the contrary, the term
7of office of each member of the Board is abolished on January
831, 2019. Incumbent members holding a position on the Board on
9January 30, 2019 may be reappointed. In making appointments to
10fill the vacancies created on January 31, 2019, the Governor
11shall designate 2 members to serve until January 31, 2021, 2
12members to serve until January 31, 2022, 2 members to serve
13until January 31, 2023, and one member to serve until January
1431, 2024, or until their successors are appointed and
15qualified. Their successors shall be appointed to serve for 4
16year terms expiring on the third Monday in January or until
17their successors are appointed and qualified. Any vacancy
18occurring on the Board, whether by death, resignation or
19otherwise, shall be filled by appointment by the Governor in
20the same manner as original appointments. A member appointed to
21fill a vacancy shall serve for the remainder of the unexpired
22term or until his successor is qualified.

24    Section 10. The Design-Build Procurement Act is amended by
25changing Section 90 as follows:

2    (Section scheduled to be repealed on July 1, 2019)
3    Sec. 90. Repealer. This Act is repealed on July 1, 2022
4July 1, 2019.
