AMENDMENT TO SENATE BILL 1123

2    AMENDMENT NO. ______. Amend Senate Bill 1123 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by changing Section
521B-30 as follows:
 
6    (105 ILCS 5/21B-30)
7    Sec. 21B-30. Educator testing.
8    (a) This Section applies beginning on July 1, 2012.
9    (b) The State Board of Education, in consultation with the
10State Educator Preparation and Licensure Board, shall design
11and implement a system of examinations, which shall be required
12prior to the issuance of educator licenses. These examinations
13and indicators must be based on national and State professional
14teaching standards, as determined by the State Board of
15Education, in consultation with the State Educator Preparation
16and Licensure Board. The State Board of Education may adopt

1such rules as may be necessary to implement and administer this
2Section.
3    (c) Applicants seeking a Professional Educator License or
4an Educator License with Stipulations shall be required to pass
5a test of basic skills before the license is issued, unless the
6endorsement the individual is seeking does not require passage
7of the test or unless the applicant meets the criteria
8enumerated in subsection (c-5) of this Section. All applicants
9completing Illinois-approved, teacher education or school
10service personnel preparation programs shall be required to
11pass the State Board of Education's recognized test of basic
12skills prior to starting their student teaching or starting the
13final semester of their internship, unless required earlier at
14the discretion of the recognized, Illinois institution in which
15they are completing their approved program or unless the
16applicant meets the criteria enumerated in subsection (c-5) of
17this Section. An individual who passes a test of basic skills
18does not need to do so again for subsequent endorsements or
19other educator licenses.
20    (c-5) An applicant who (i) receives a total score
21percentile ranking of at least 90% on the test of basic skills
22or a composite score percentile ranking of at least 90% on the
23ACT or SAT college admissions test, which is accepted in lieu
24of passing the test of basic skills, and (ii) has a cumulative
25grade point average of 3.25 or higher on a 4.0 scale in all
26coursework taken at the time the Illinois institution in which

1the applicant is completing his or her approved program
2requires the test of basic skills to be taken is not required
3to pass the test of basic skills before issuance of the license
4or prior to starting student teaching or the final semester of
5his or her internship.
6    (d) All applicants seeking a State license shall be
7required to pass a test of content area knowledge for each area
8of endorsement for which there is an applicable test. There
9shall be no exception to this requirement. No candidate shall
10be allowed to student teach or serve as the teacher of record
11until he or she has passed the applicable content area test.
12    (e) (Blank). and completing their student teaching
13experience no later than August 31, 2015 Prior to September 1,
142015, passage The APT shall be available through August 31,
152020.
16    (f) Except as otherwise provided in this Article, beginning
17on September 1, 2015, all candidates completing teacher
18preparation programs in this State and all candidates subject
19to Section 21B-35 of this Code are required to pass an
20evidence-based assessment of teacher effectiveness approved by
21the State Board of Education, in consultation with the State
22Educator Preparation and Licensure Board. All recognized
23institutions offering approved teacher preparation programs
24must begin phasing in the approved teacher performance
25assessment no later than July 1, 2013.
26    (g) Tests of basic skills and content area knowledge and

1the assessment of professional teaching shall be the tests that
2from time to time are designated by the State Board of
3Education, in consultation with the State Educator Preparation
4and Licensure Board, and may be tests prepared by an
5educational testing organization or tests designed by the State
6Board of Education, in consultation with the State Educator
7Preparation and Licensure Board. The areas to be covered by a
8test of basic skills shall include reading, language arts, and
9mathematics. The test of content area knowledge shall assess
10content knowledge in a specific subject field. The tests must
11be designed to be racially neutral to ensure that no person
12taking the tests is discriminated against on the basis of race,
13color, national origin, or other factors unrelated to the
14person's ability to perform as a licensed employee. The score
15required to pass the tests shall be fixed by the State Board of
16Education, in consultation with the State Educator Preparation
17and Licensure Board. The tests shall be administered not fewer
18than 3 times a year at such time and place as may be designated
19by the State Board of Education, in consultation with the State
20Educator Preparation and Licensure Board.
21    The State Board shall implement a test or tests to assess
22the speaking, reading, writing, and grammar skills of
23applicants for an endorsement or a license issued under
24subdivision (G) of paragraph (2) of Section 21B-20 of this Code
25in the English language and in the language of the transitional
26bilingual education program requested by the applicant.

1    (h) Except as provided in Section 34-6 of this Code, the
2provisions of this Section shall apply equally in any school
3district subject to Article 34 of this Code.
4    (i) The rules developed to implement and enforce the
5testing requirements under this Section shall include without
6limitation provisions governing test selection, test
7validation and determination of a passing score,
8administration of the tests, frequency of administration,
9applicant fees, frequency of applicants taking the tests, the
10years for which a score is valid, and appropriate special
11accommodations. The State Board of Education shall develop such
12rules as may be needed to ensure uniformity from year to year
13in the level of difficulty for each form of an assessment.

17    Section 99. Effective date. This Act takes effect upon
18becoming law.".
