AMENDMENT TO SENATE BILL 421

2    AMENDMENT NO. ______. Amend Senate Bill 421 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Airport Authorities Act is amended by
5changing Section 8.14 as follows:
 
6    (70 ILCS 5/8.14)  (from Ch. 15 1/2, par. 68.8-14)
7    Sec. 8.14. Rules and regulations adopted under and in
8pursuance of the powers granted by Sections 8.10, 8.11 and 8.12
9must be contained in an ordinance which shall be placed on file
10in the office of the Authority in typewritten or printed form
11for public inspection not less than 15 days before adoption.
12Such ordinance may prescribe such fines as the Board of
13Commissioners deems appropriate of not less than $1 nor more
14than $1,000 $200 upon conviction for each offense, and may
15provide that, in case of continuing violation of any such rule
16or regulation, each calendar day that such violation continues

1constitutes a separate offense.
2    Notice of the filing of and public hearing upon any
3ordinance prescribing fines or penalties and of the date and
4time for its being publicly heard shall be published one time
5in a newspaper generally circulated within the Authority not
6more than 30 nor less than 15 days prior to the date of such
7hearing. Such ordinance may be amended at the public hearing
8and may be later amended where no new rule or regulation is
9adopted or existing fine or penalty modified, without
10pre-filing or publication of notice prior to the adoption of
11the amendatory ordinance. After adoption, typewritten or
12printed copies of each ordinance of an authority which
13prescribes fines or penalties shall be made available at the
14office of the authority for distribution upon request.
15    All fines, when collected, for violations of any such
16ordinance of an authority shall be paid into its treasury.
