1    AN ACT concerning government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Uniform Peace Officers' Disciplinary Act is
5amended by changing Section 7.5 as follows:
 
6    (50 ILCS 725/7.5)
7    (Section scheduled to be repealed on December 31, 2018)
8    Sec. 7.5. Commission on Police Professionalism.
9    (a) Recognizing the need to review performance standards
10governing the professionalism of law enforcement agencies and
11officers in the 21st century, the General Assembly hereby
12creates the Commission on Police Professionalism.
13    (b) The Commission on Police Professionalism shall be
14composed of the following members:
15        (1) one member of the Senate appointed by the President
16    of the Senate;
17        (2) one member of the Senate appointed by the Senate
18    Minority Leader;
19        (3) one member of the House of Representatives
20    appointed by the Speaker of the House of Representatives;
21        (4) one member of the House of Representatives
22    appointed by the House Minority Leader;
23        (5) one active duty law enforcement officer who is a

1    member of a certified collective bargaining unit appointed
2    by the Governor;
3        (6) one active duty law enforcement officer who is a
4    member of a certified collective bargaining unit appointed
5    by the President of the Senate;
6        (7) one active duty law enforcement officer who is a
7    member of a certified collective bargaining unit appointed
8    by the Senate Minority Leader;
9        (8) one active duty law enforcement officer who is a
10    member of a certified collective bargaining unit appointed
11    by the Speaker of the House of Representatives;
12        (9) one active duty law enforcement officer who is a
13    member of a certified collective bargaining unit appointed
14    by the House Minority Leader;
15        (10) the Director of State Police, or his or her
16    designee;
17        (10.5) the Superintendent of the Chicago Police
18    Department, or his or her designee;
19        (11) the Executive Director of the Law Enforcement
20    Training Standards Board, or his or her designee;
21        (12) the Director of a statewide organization
22    representing Illinois sheriffs;
23        (13) the Director of a statewide organization
24    representing Illinois chiefs of police;
25        (14) the Director of a statewide fraternal
26    organization representing sworn law enforcement officers

1    in this State;
2        (15) the Director of a benevolent association
3    representing sworn police officers in this State;
4        (16) the Director of a fraternal organization
5    representing sworn law enforcement officers within the
6    City of Chicago; and
7        (17) the Director of a fraternal organization
8    exclusively representing sworn Illinois State Police
9    officers.
10    (c) The President of the Senate and the Speaker of the
11House of Representatives shall each appoint a joint chairperson
12to the Commission. The Department of State Police Law
13Enforcement Training Standards Board shall provide
14administrative support to the Commission.
15    (d) The Commission shall meet regularly to review the
16current training and certification process for law enforcement
17officers, review the duties of the various types of law
18enforcement officers, including auxiliary officers, review the
19standards for the issuance of badges, shields, and other police
20and agency identification, review officer-involved shooting
21investigation policies, review policies and practices
22concerning the use of force and misconduct by law enforcement
23officers, and examine whether law enforcement officers should
24be licensed. For the purposes of this subsection (d), "badge"
25means an officer's department issued identification number
26associated with his or her position as a police officer with

1that Department.
2    (e) The Commission shall submit a report of its findings
3and legislative recommendations to the General Assembly and
4Governor on or before September 30, 2018.
5    (f) This Section is repealed on July 1, 2019 December 31,
62018.

10    Section 99. Effective date. This Act takes effect upon
11becoming law.
