19 | | (11) the Executive Director of the Law Enforcement |
20 | | Training Standards Board, or his or her designee; |
21 | | (12) the Director of a statewide organization |
22 | | representing Illinois sheriffs; |
23 | | (13) the Director of a statewide organization |
24 | | representing Illinois chiefs of police; |
25 | | (14) the Director of a statewide fraternal |
26 | | organization representing sworn law enforcement officers |

2 | | (15) the Director of a benevolent association |
3 | | representing sworn police officers in this State; |
4 | | (16) the Director of a fraternal organization |
5 | | representing sworn law enforcement officers within the |
6 | | City of Chicago; and |
7 | | (17) the Director of a fraternal organization |
8 | | exclusively representing sworn Illinois State Police |
9 | | officers. |
10 | | (c)
The President of the Senate and the Speaker of the |
11 | | House of Representatives shall each appoint a joint chairperson |
12 | | to the Commission. The Department of State Police Law |
13 | | Enforcement Training Standards Board shall provide |
14 | | administrative support to the Commission. |
15 | | (d) The Commission shall meet regularly to review the |
16 | | current training and certification process for law enforcement |
17 | | officers, review the duties of the various types of law |
18 | | enforcement officers, including auxiliary officers, review the |
19 | | standards for the issuance of badges, shields, and other police |
20 | | and agency identification, review officer-involved shooting |
21 | | investigation policies, review policies and practices |
22 | | concerning the use of force and misconduct by law enforcement |
23 | | officers, and examine whether law enforcement officers should |
24 | | be licensed. For the purposes of this subsection (d), "badge" |
25 | | means an officer's department issued identification number |
26 | | associated with his or her position as a police officer with |

1 | | that Department. |
2 | | (e) The Commission shall submit a report of its findings |
3 | | and legislative recommendations to the General Assembly and |
4 | | Governor on or before September 30, 2018. |
5 | | (f) This Section is repealed on July 1, 2019 December 31, |
6 | | 2018 .
