HOUSE RESOLUTION

 
2    WHEREAS, The President currently has the sole authority to
3launch a nuclear attack without any required consultation or
4any system of checks and balances; and
 
5    WHEREAS, The first use of nuclear weapons against any other
6nuclear-armed nation would result in retaliation and invite the
7near total destruction of Illinois and any other state; and
 
8    WHEREAS, A single nuclear detonation comparable to those
9dropped during World War II would cause upwards of 164,750
10fatalities and 204,410 injuries if detonated in Chicago, 14,
11050 fatalities and 32,860 injuries if detonated in Springfield,
1232,270 fatalities and 42,620 injuries if detonated in
13Champaign, 6,350 fatalities and 5,620 injuries if detonated in
14Mount Vernon, and 2,130 fatalities and 630 injuries if
15detonated in Cairo; and
 
16    WHEREAS, The citizens of Illinois have the right to live a
17life free from the threat of the reckless use of nuclear
18weapons; and
 
19    WHEREAS, Use and detonation of even a small number of
20nuclear weapons would have catastrophic human, environmental,
21and economic consequences globally and would impact everyone on

1the planet; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that our
4congressional representatives should take all necessary steps
5to establish a system of checks and balances with regard to the
6first use of nuclear weapons and to ensure that the President
7shall no longer have the sole and unchecked authority to launch
8nuclear weapons, except in circumstances of retaliation.
