HOUSE RESOLUTION

 
2    WHEREAS, A legislative proposal would allow State Medicaid
3funds to be used to pay for abortions and would cover abortions
4for State employees for any reason through all nine months of
5pregnancy; and
 
6    WHEREAS, The legislation would allow the State of Illinois
7to fund organizations that pay for abortions; and
 
8    WHEREAS, There were 39,856 abortions performed in Illinois
9in 2015; and
 
10    WHEREAS, The number of abortions in Illinois represents
114.6% of the abortions performed across the country; and
 
12    WHEREAS, Medicaid currently does not provide funding for
13abortions and insurance benefits for abortions are only
14provided to State employees when the life or health of the
15mother is in danger and in cases of rape and incest; and
 
16    WHEREAS, The State of Illinois would be responsible for
17100% of Medicaid costs tied to abortions because there would be
18no federal reimbursements as a result of the Hyde Amendment
19which prevents federal funds from covering abortions; and

1    WHEREAS, Illinois ended 2016 with nearly $11 billion in
2unpaid bills, making the cost of abortion funding an undue
3burden on taxpayers;; and
 
4    WHEREAS, Taxpayers opposed to abortion on moral and
5religious grounds should not have to fund abortions with their
6tax dollars; and
 
7    WHEREAS, State or federal law does not prohibit private
8donors from paying for abortions; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11state our opposition to legislative efforts to use State
12taxpayer funds to pay for abortions and to use taxpayer funds
13to pay for insurance costs for State employees to have
14abortions for any reason through all nine months of pregnancy.
