SYNOPSIS AS INTRODUCED:
 
25 ILCS 115/1  from Ch. 63, par. 14

    Amends the General Assembly Compensation Act. Provides that, beginning on the second Wednesday in January, 2019, the chairmen and minority spokesmen of standing committees in the Senate and the House of Representatives shall not receive compensation for service in that capacity. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The General Assembly Compensation Act is amended
5by changing Section 1 as follows:
 
6    (25 ILCS 115/1)  (from Ch. 63, par. 14)
7    Sec. 1. Salary; stipends; travel, food, and lodging
8reimbursement.
9    (a) Each member of the General Assembly shall receive an
10annual salary of $28,000 or as set by the Compensation Review
11Board, whichever is greater.
12    (b) The following named officers and conference and caucus ,
13committee chairmen and committee minority spokesmen shall
14receive additional amounts per year for their services as such
15officers and , committee chairmen and committee minority
16spokesmen respectively, as set by the Compensation Review Board
17or, as follows, whichever is greater:
18        (1) during terms of office beginning on or after
19    Beginning the second Wednesday in January 1989,
20            (A) the Speaker and the minority leader of the
21        House of Representatives and the President and the
22        minority leader of the Senate, $16,000 each;
23            (B) the majority leader in the House of

1        Representatives $13,500;
2            (C) 6 assistant majority leaders and 5 assistant
3        minority leaders in the Senate, $12,000 each;
4            (D) 6 assistant majority leaders and 6 assistant
5        minority leaders in the House of Representatives,
6        $10,500 each;
7            (E) 2 Deputy Majority leaders in the House of
8        Representatives $11,500 each; and
9            (F) 2 Deputy Minority leaders in the House of
10        Representatives, $11,500 each;
11            (G) the majority caucus chairman and minority
12        caucus chairman in the Senate, $12,000 each; and
13        (2) during terms of office beginning on or after the
14    second Wednesday in January, 1989, the majority conference
15    chairman and the minority conference chairman in the House
16    of Representatives, $10,500 each; and
17        (3) during terms of office beginning on or after the
18    second Wednesday in January, 1989, and before the second
19    Wednesday in January, 2019, the chairman and minority
20    spokesman of each standing committee of the Senate, except
21    the Rules Committee, the Committee on Committees, and the
22    Committee on Assignment of Bills, $6,000 each; and
23        (4) during terms of office beginning on or after the
24    second Wednesday in January, 1989, and before the second
25    Wednesday in January, 2019, the chairman and minority
26    spokesman of each standing and select committee of the

1    House of Representatives, $6,000 each.
2    During terms of office beginning on or after the second
3Wednesday in January, 2019, the chairmen and minority spokesmen
4of standing committees in the Senate and House of
5Representatives shall not receive additional compensation for
6service in that capacity.
7    A member who serves in more than one position as an
8officer, caucus committee chairman, or conference chairman
9committee minority spokesman shall receive only one additional
10amount based on the position paying the highest additional
11amount. The compensation provided for in this Section to be
12paid per year to members of the General Assembly, including the
13additional sums payable per year to officers of the General
14Assembly shall be paid in 12 equal monthly installments. The
15first such installment is payable on January 31, 1977. All
16subsequent equal monthly installments are payable on the last
17working day of the month. A member who has held office any part
18of a month is entitled to compensation for an entire month.
19    (c) Mileage shall be paid at the rate of 20 cents per mile
20before January 9, 1985, and at the mileage allowance rate in
21effect under regulations promulgated pursuant to 5 U.S.C.
225707(b)(2) beginning January 9, 1985, for the number of actual
23highway miles necessarily and conveniently traveled by the most
24feasible route to be present upon convening of the sessions of
25the General Assembly by such member in each and every trip
26during each session in going to and returning from the seat of

1government, to be computed by the Comptroller. A member
2traveling by public transportation for such purposes, however,
3shall be paid his actual cost of that transportation instead of
4on the mileage rate if his cost of public transportation
5exceeds the amount to which he would be entitled on a mileage
6basis. No member may be paid, whether on a mileage basis or for
7actual costs of public transportation, for more than one such
8trip for each week the General Assembly is actually in session.
9Each member shall also receive an allowance of $36 per day for
10lodging and meals while in attendance at sessions of the
11General Assembly before January 9, 1985; beginning January 9,
121985, such food and lodging allowance shall be equal to the
13amount per day permitted to be deducted for such expenses under
14the Internal Revenue Code; however, beginning May 31, 1995, no
15allowance for food and lodging while in attendance at sessions
16is authorized for periods of time after the last day in May of
17each calendar year, except (i) if the General Assembly is
18convened in special session by either the Governor or the
19presiding officers of both houses, as provided by subsection
20(b) of Section 5 of Article IV of the Illinois Constitution or
21(ii) if the General Assembly is convened to consider bills
22vetoed, item vetoed, reduced, or returned with specific
23recommendations for change by the Governor as provided in
24Section 9 of Article IV of the Illinois Constitution. For
25fiscal year 2011 and for session days in fiscal years 2012,
262013, 2014, 2015, 2016, 2017, and 2018 only (i) the allowance

1for lodging and meals is $111 per day and (ii) mileage for
2automobile travel shall be reimbursed at a rate of $0.39 per
3mile.
4    Notwithstanding any other provision of law to the contrary,
5beginning in fiscal year 2012, travel reimbursement for General
6Assembly members on non-session days shall be calculated using
7the guidelines set forth by the Legislative Travel Control
8Board, except that fiscal year 2012, 2013, 2014, 2015, 2016,
92017, and 2018 mileage reimbursement is set at a rate of $0.39
10per mile.
11    (d) If a member dies having received only a portion of the
12amount payable as compensation, the unpaid balance shall be
13paid to the surviving spouse of such member, or, if there be
14none, to the estate of such member.

17    Section 99. Effective date. This Act takes effect upon
18becoming law.
