SYNOPSIS AS INTRODUCED:
 
25 ILCS 115/1.10 new

    Amends the General Assembly Compensation Act. Provides that if the State has not cut the backlog of unpaid bills by 10% by the end of fiscal year 2018, salaries of the members of the General Assembly shall be cut by 10%. Provides that the percentage by which the backlog of unpaid bills has decreased or increased at the end of the fiscal year shall be certified by the State Comptroller. Provides that the 10% salary decrease shall only apply to members sworn into office on and after the second Wednesday in January of 2019, and shall only take effect during the term for which members are elected. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The General Assembly Compensation Act is amended
5by adding Section 1.10 as follows:
 
6    (25 ILCS 115/1.10 new)
7    Sec. 1.10. Backlog of bills. Notwithstanding any other law
8to the contrary, if the State has not cut the backlog of unpaid
9bills by 10% by the end of fiscal year 2018, salaries of the
10members of the General Assembly shall be cut by 10%. The
11percentage by which the backlog of unpaid bills has decreased
12or increased at the end of the fiscal year shall be certified
13by the State Comptroller. The 10% salary decrease provided
14under this Section shall only apply to members sworn into
15office on and after the second Wednesday in January of 2019,
16and shall only take effect during the term for which members
17are elected.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
