SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Local Government Convention Expense Control Act. Provides that on or after the effective date of the Act, public funds shall not be expended by a unit of local government for expenses connected with attendance by an employee or contractor of the unit of local government at a convention or gathering of personnel. Excludes public funds expended (1) at any convention or gathering of public safety personnel or (2) pursuant to a entered into before the effective date of the Act. Effective immediately.

1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Local
5Government Convention Expense Control Act.
 
6    Section 5. Definitions. As used in this Act:
7    "Convention or gathering of personnel" means a gathering of
8employees or contractors from 2 or more separately domiciled or
9geographically separated entities for the purpose of
10professional education, training, retraining, or personnel
11development. "Convention or gathering of personnel" includes,
12but is not limited to, leagues or associations that include 2
13or more similar units of local government.
14    "Public safety personnel" has the meaning given to that
15term in subsection (m-5) of Section 1 of the Solicitation for
16Charity Act.
 
17    Section 10. Public funds expended for conventions. On or
18after the effective date of this Act of the 100th General
19Assembly, public funds shall not be expended by a unit of local
20government for expenses connected with attendance by an
21employee or contractor of the unit of local government at a
22convention or gathering of personnel. Expenses for which public

1funds may not be used include, but are not limited to, hotel
2space, meals in restaurants and other eating places, travel to
3and from the convention, and entertainment events connected to
4or in physical proximity with the convention.
 
5    Section 15. Exceptions. This Act does not apply to public
6funds expended (1) at any convention or gathering of public
7safety personnel or (2) pursuant to a contract entered into
8before the effective date of this Act of the 100th General
9Assembly.
 
10    Section 99. Effective date. This Act takes effect upon
11becoming law.
