SYNOPSIS AS INTRODUCED:

30 ILCS 105/6z-102 new
35 ILCS 5/507GGG new

    Amends the Illinois Income Tax Act. Creates an income tax checkoff for the Illinois Hunger Coalition Income Tax Checkoff Fund. Amends the State Finance Act to create the Fund. Provides that moneys in the Fund may only be used by the Department of Human Services for the purpose of making grants to the Illinois Hunger Coalition to alleviate hunger for children and families in Illinois. Effective immediately.

1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.878 and 6z-102 as follows:
 
6    (30 ILCS 105/5.878 new)
7    Sec. 5.878. The Illinois Hunger Coalition Income Tax
8Checkoff Fund.

10    Sec. 6z-102. The Illinois Hunger Coalition Income Tax
11Checkoff Fund; creation. The Illinois Hunger Coalition Income
12Tax Checkoff Fund is created as a special fund in the State
13treasury. Moneys in the Fund shall be used by the Department of
14Human Services for the purpose of making grants to the Illinois
15Hunger Coalition to alleviate hunger for children and families
16in this State.
 
17    Section 10. The Illinois Income Tax Act is amended by
18adding Section 507GGG as follows:

1taxable years ending on or after December 31, 2017, the
2Department must print on its standard individual income tax
3form a provision (i) indicating that if the taxpayer wishes to
4contribute to the Illinois Hunger Coalition Income Tax Checkoff
5Fund, as authorized by this amendatory Act of the 100th General
6Assembly, he or she may do so by stating the amount of the
7contribution (not less than $1) on the return and (ii) stating
8that the contribution will reduce the taxpayer's refund or
9increase the amount of payment to accompany the return. Failure
10to remit any amount of increased payment shall reduce the
11contribution accordingly. This Section does not apply to any
12amended return.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.
