    Amends the Illinois Highway Code. Provides that the Department of Transportation and a local governmental agency shall post notice of highway detour locations on their respective websites no later than 10 days before a detour becomes active.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Highway Code is amended by changing
5Sections 4-407 and 4-408 as follows:
 
6    (605 ILCS 5/4-407)  (from Ch. 121, par. 4-407)
7    Sec. 4-407. The Department may temporarily close to traffic
8any portion of a State highway for the purpose of constructing,
9repairing or making improvements thereon. When a portion of a
10State highway with a route marking is so closed, the Department
11shall arrange with local authorities or otherwise to maintain
12efficient detours around the portion of the State highway which
13is closed and shall post notice of the detour locations on the
14Department's website no later than 10 days before the detour
15becomes active. Such detour shall be plainly and conspicuously
16marked with signs by which traffic may be guided around that
17part of the highway so closed.

21proper authorities of any local governmental agency, issue a
22permit to such agency to temporarily close to traffic any

1portion of a State highway for any public purpose or for any
2temporary needs of such agency. Such permit shall be issued
3only upon the explicit agreement of the local governmental
4agency to assume all liabilities and pay all claims for any
5damages which shall be occasioned by such closing and such
6agreement shall be made a part of every such permit. When a
7State highway is closed by a local governmental agency under
8the terms of a permit, the agency shall maintain efficient
9detours satisfactory to the Department around the portion of
10the closed highway. The Department and the local governmental
11agency shall post notice of the detour locations on the
12Department's website and the local governmental agency's
13website no later than 10 days before the detour becomes active.
14Such detour shall be plainly and conspicuously marked with
15signs by which traffic may be guided around that part of the
16State highway so closed.
