1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Sections 5.878 and 6z-102 as follows:
 
6    (30 ILCS 105/5.878 new)
7    Sec. 5.878. The Police Training Academy Job Training
8Program and Scholarship Fund.

10    Sec. 6z-102. The Police Training Academy Job Training
11Program and Scholarship Fund.
12    (a) A Police Training Academy Job Training Program and
13Scholarship Fund is created as a special fund in the State
14treasury and shall be used to support program and scholarship
15activities of the police training academy job training and
16scholarship programs established under Section 22-83 of the
17School Code and Section 65.95 of the Higher Education Student
18Assistance Act. Moneys from fees, gifts, grants, and donations
19received by the State Board of Education and Illinois Student
20Assistance Commission for purposes of supporting these
21programs and scholarships shall be deposited into the Police
22Training Academy Job Training Program and Scholarship Fund.

1    (b) The State Board of Education; the Illinois Student
2Assistance Commission; and participating counties, school
3districts, and law enforcement partners may seek federal,
4State, and private funds to support the police training academy
5job training and scholarship programs established under
6Section 22-83 of the School Code and Section 65.95 of the
7Higher Education Student Assistance Act.
 
8    Section 10. The School Code is amended by adding Section
922-83 as follows:
 
10    (105 ILCS 5/22-83 new)
11    Sec. 22-83. Police training academy job training program.
12    (a) In a county of 175,000 or more inhabitants, any school
13district with a high school may establish one or more
14partnerships with a local police department, county sheriff, or
15police training academy to establish a jobs training program
16for high school students. The school district shall establish
17its partnership or partnerships on behalf of all of the high
18schools in the district; no high school shall establish a
19partnership for this purpose separate from the school
20district's partnership under this Section. The jobs training
21program shall be open to all students, regardless of prior
22academic history. However, to encourage and maintain
23successful program participation and partnerships, the school
24districts and their partner agencies may impose specific

1program requirements.
2    (b) The State Board of Education shall track participation
3and the success of students participating in the jobs training
4program established under this Section and annually publish a
5report on its website examining the program and its success.
 
6    Section 15. The Higher Education Student Assistance Act is
7amended by adding Section 65.95 as follows:
 
8    (110 ILCS 947/65.95 new)
9    Sec. 65.95. Police training academy job training
10scholarship program.
11    (a) The Commission shall, each year, receive applications
12for scholarships under this Section. An applicant is eligible
13for a scholarship under this Section if the Commission finds
14that the applicant has successfully completed the police
15training academy job training program established under
16Section 22-83 of the School Code and been accepted to a public
17institution of higher learning in the State.
18    (b) Applicants who are determined to be eligible for
19assistance under this Section shall receive, subject to
20appropriation from the Police Training Academy Job Training
21Program and Scholarship Fund, a renewable scholarship to be
22applied to tuition and mandatory fees and paid directly to the
23public institution of higher learning at which the applicant is
24enrolled. However, the total amount of assistance awarded by

1the Commission under this Section to an individual in any
2fiscal year, when added to other financial assistance awarded
3by the Commission to that individual for that fiscal year, must
4not exceed the cost of attendance at the institution of higher
5learning at which the student is enrolled.
6    (c) A scholarship awarded under this Section may be renewed
7for a total of up to 4 years of full-time enrollment. The
8Commission may by rule set the academic requirements necessary
9to maintain participation in the program.
10    (d) Students granted a scholarship under this Section shall
11be granted access to any needed noncredit remedial courses in
12order to ensure academic success at the public institution of
13higher learning. Students granted a scholarship under this
14Section shall also be admitted to a student retention program
15offered by the public institution of higher learning,
16including, but not limited to, any CHANCE program the public
17institution may have established.
18    (e) The Commission shall make all necessary and proper
19rules not inconsistent with this Section for its effective
20implementation.
