HOUSE RESOLUTION 804 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize significant events in the lives of the citizens of the State of Illinois; and WHEREAS, It has come to our attention that Cheryl Foley of Mt. Vernon has received the 2002 Citizen of the Year award; WHEREAS, Cheryl Foley graduated from Minnesota State University at Moorhead in 1967 with a Bachelors Degree in Speech and Theatre; from there she moved to Northern Illinois University where she received a Masters Degree in Speech Communication; after graduation, Mrs. Foley moved south to teach at Rend Lake; and WHEREAS, At Rend Lake, Cheryl Foley met her husband, Myron, and the two were married in 1971; and WHEREAS, Cheryl Foley serves as a Broker Associate and operates M.G. Foley, Inc. Real Estate; and WHEREAS, Although Mrs. Foley is a successful business woman, she is described by friends as being in the "business of improving Mt. Vernon," and she is very active in various organizations and events; Cheryl Foley has been involved in numerous community organizations, generally assuming top leadership positions; and WHEREAS, Cheryl Foley is currently the President of the Mt. Vernon YMCA Board and serves as Administrative Counselor at Cedarhurst, in charge of the Speaker's Bureau; she remains an active member of the Mr. Vernon Rotary Club, Delta Theta Tau Philanthropic Sorority, Jefferson County Chamber of Commerce, and the First United Methodist Church; and WHEREAS, Mrs. Foley can be described as a leader, volunteer, and wife who is definitely driven; she is a long time member of the Shagbark Girl Scout Board, and currently serves on the Finance Committee; Cheryl Foley developed a can-do attitude that transcends barriers and enables her to achieve nontraditional roles; Mrs. Foley has been a long time member of the Chamber of Commerce, and in 1990, she became the first woman to serve as President; and WHEREAS, The Mt. Vernon Rotary Club took notice of Cheryl Foley's leadership ability and invited her to join, making her one of the first women to be inducted in the club, and, in 1995, the first woman of that chapter to serve as President; after her term expired, she moved on to serve a two year term as District 6510 Assistant Governor; and WHEREAS, Cheryl Foley credits her activity in the community to an old saying she grew up with, "Volunteerism is the rent we pay for the space we take on Earth"; she believes it is our obligation to leave our community and world a better place for generations to come; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Cheryl Foley of Mt. Vernon on her achievement of the 2002 Citizen of the Year

HOUSE RESOLUTION 805 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives wish to recognize notable achievements of citizens from the State of Illinois; and WHEREAS, It has come to our attention that Shannon Marie Willis was the recent recipient of the Jefferson County Chamber of Commerce Student of the Year Award; and WHEREAS, Shannon Marie Willis, the daughter of Stephen and Kathleen Willis, has taken an active role to make a difference in more than just her community; in her effort to make a difference, she began participating in church mission trips before her freshman year in high school; she has participated in mission trips to New York, Maine, Montana, Connecticut, and Arizona; during the trips she has helped members of the communities she was working in by raking leaves, painting, and doing other odd jobs; and WHEREAS, A student at Woodlawn High School, Shannon Marie Willis has been a member of the Learning Olympiad and Curriculum Council all four years, and has also been a member of the Spanish Club, the Beta Club, prom committee, and the yearbook committee; in addition, she is a member of Central Christian Church; and WHEREAS, Shannon Marie Willis is also very proud to be a member of Woodlawn High School's WYSE academic team; during her sophomore year she won first-place honors in chemistry at regionals and had a fifth-place finish in the sectionals; and WHEREAS, After graduating in June 2002, Shannon Marie Willis plans on attending Southeast Missouri State University and will major in pre-veterinary medicine with an emphasis in chemistry; in the future, she hopes to find a career she both enjoys and that will help the people in her community; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Shannon Marie Willis on receiving the Jefferson County Chamber of Commerce Student of the Year Award; and be it further RESOLVED, That a suitable copy of this resolution be presented to Shannon Marie Willis as an expression of our esteem. HOUSE RESOLUTION 806 Offered by Representatives Currie - Feigenholtz - Coulson - Schoenberg -Mulligan, Osterman, Hamos, Beaubien, Fritchy, Bellock, Erwin, Eileen Lyons, Art Turner, Lindner, Mathias, Klingler and Kosel: WHEREAS, The American Jewish Committee has worked since 1906 to advance religious, ethnic and racial understanding worldwide, combating discrimination, promoting human rights and advocating for public policy positions deeply rooted in American democratic values; and WHEREAS, The American Jewish Committee bestows this year's Cultural Achievement Award on Harriet Meyer for her work as President of the Ounce of Prevention Fund and as the brains behind the model Educare Center in Chicago; and WHEREAS, Harriet Meyer's extensive experience and accomplishments will be duly recognized by the American Jewish Committee at the awards ceremony on April 22, 2002; and WHEREAS, We join in honoring the essential Harriet, a longtime Hyde Parker who is loving wife to Rick and devoted mother to Nikki and Claudia; Harriet, the avid art collector who speaks French fluently and whose compassion is matched only by her sense of humor; Harriet whose forceful voice calls attention to the importance of every child's earliest years; Harriet whose passion for the proposition that it is caring - and cost effective - to provide early learning, healthy child development and quality child care has had a major impact on this
[April 16, 2002] 6 state's public policies; now, therefore be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate the American Jewish Committee on its choice of Harriet Meyer as the recipient of the 2002 Cultural Achievement Award; and be it further RESOLVED, That, with a tip of our collective hat, we congratulate Harriet on her award and thank her for her work as a tireless champion for children, known throughout Illinois for her generosity in giving and her generosity of spirit; and be it further RESOLVED, That suitable copies of this preamble and resolution be presented to Harriet Meyer and to the American Jewish Committee. HOUSE RESOLUTION 808 Offered by Representative Novak: WHEREAS, The members of the Illinois House of Representatives wish to express our sincere condolences to the family and friends of Homer M. Caldwell, who passed away on April 3, 2002; and WHEREAS, Homer Caldwell was born on August 6, 1932 in Hyden, Kentucky, to Boyd and Louise Brown Caldwell; he married Dorothy L. Owens on March 9, 1954 and from this union eight children were raised; and WHEREAS, Mr. Caldwell, a veteran of the United States Army, served during the Korean War, and was a lifetime member of the Veteran's of Foreign War; and WHEREAS, Mr. Caldwell retired, after 21-1/2 years of service for Ford Motor Company in Chicago Heights, Illinois; after retirement, Mr. Caldwell successfully operated several auction businesses; and WHEREAS, In 1987, Mr. Caldwell was elected as Village President of Papineau, Illinois, and provided leadership during a devastating drought in 1988, where he worked countless hours to ensure village residents had safe water; he served until 1991 when he retired to southern Illinois; and WHEREAS, Mr. Caldwell was of the Baptist faith, finding salvation and acceptance through the Antioch Baptist Church in Golconda; and WHEREAS, Mr. Caldwell was an avid fisherman, enjoyed hunting, outdoor activities, playing horseshoes, watching old westerns on television, and spending time with his family; and WHEREAS, The passing of Homer Caldwell will be deeply felt by all who knew and loved him, especially his loving and devoted wife, Dorothy; his brothers, Frank, William, Tom, and Bo; his sisters, Betty Bennett; his sons Donald Shepherd, Mike, Tommy, Ronnie and Robert; his daughters, Brenda Chayer, Patty Cain and Judy Rechkemmer; his 18 grandchildren; and his 13 great-grandchildren; he was preceded in death by his parents, Boyd and Louise Caldwell, his brothers, Hayes and Mitchell, and his sister, Mary; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES Of THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with all who knew him, the death of Homer M. Caldwell; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Homer Caldwell with our sincere condolences. HOUSE RESOLUTION 809 Offered by Representative Zickus: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize milestone events in the lives of the citizens of the State of Illinois; and WHEREAS, It has come to our attention that James P. Houk is retiring from his duties as Chief of Police of the Oak Lawn Police Department; and WHEREAS, James P. Houk was born and raised on the South side of Chicago and moved to Oak Lawn in 1968; the son of a Chicago police officer, Jim joined the Oak Lawn Police Department in 1971; and WHEREAS, Mr. Houk distinguished himself in the patrol division and served as a Crime Prevention Officer and Property Room Director; he was
7 [April 16, 2002] a member of the department's Special Operations Service where he worked as an undercover investigator; and WHEREAS, Mr. Houk was promoted to Sergeant in 1990 and in 1992 he was appointed to the position of Deputy Chief; on September 27, 1994 he was named Chief of Police and became the head of one of the largest suburban departments in Cook County, overseeing the duties of 105 police officers and 57 civilian employees; and WHEREAS, As Chief, Mr. Houk was instrumental in modernizing the Oak Lawn Police Department; he expanded the community policing concepts in Oak Lawn as well as developed and maintained youth-oriented programs; he was responsible for the growth of the D.A.R.E. program, which reaches over 700 students annually, the development of the E.D.G.E. (Education for Gang Evasion), and Peer Jury programs; under James Houk's guidance, a highly effective Tactical Response Team, a K-9 unit, which currently has 2 German Shepherds trained for drug searching and tracking, and a bicycle patrol unit were created; and WHEREAS, During his tenure as Police Chief, James Houk has supported the young people of the community in many ways; in May 1995, he assisted Venture Crew 2618 by sponsoring its charter and, in December 2000, with Mr. Houk's support the Law Enforcement Explores, Post 9805 was chartered; and WHEREAS, The Oak Lawn Police Department reaches out to all segments of the community and Chief Houk has seen that his officers receive the ongoing training that is so necessary in the field of law enforcement; and WHEREAS, James Houk and his wife Jean have been married for 34 years; they are the proud parents of Jim, Jennifer, Jannette, and John; they are also the proud grandparents of Delaney, with another grandchild on the way; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate James P. Houk on his retirement from his duties as Chief of Police of the Oak Lawn Police Department; we wish him well in all of his future endeavors; and be it further RESOLVED, That a suitable copy of this resolution be presented to James P. Houk as an expression of our esteem. HOUSE RESOLUTION 810 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives wish to recognize notable achievements of citizens of the State of Illinois; and WHEREAS, It has come to our attention that J. Paul Deaton was the recent recipient of the Jefferson County Chamber of Commerce Student of the Year Award; and WHEREAS, A student at Mt. Vernon Township High School, J. Paul Deaton began his community service at the age of five, becoming active in sports; he has participated in Youth Works Mission Trips, American Red Cross Blood Drives, Angels on Assignment, Habitat for Humanity, Cedarhurst Craft Fair, the city-wide clean-up, Christmas Baskets for the Needy, Special Olympics, and Toys for Tots; in addition, he served as a basketball referee for DARE 3 on 3, and has participated in several YMCA and church activities; and WHEREAS, J. Paul Deaton has been active in Student Council and Fellowship of Christian Athletes during his four years at Mt. Vernon Township High School; he has also participated in Youth and Government, WITT (We're in This Together), the freshman orientation committee, the A Capella Choir, varsity basketball, the high school operetta, and the National Honor Society; and WHEREAS, J. Paul Deaton plans for the future include focusing on the health care field at a four-year university; he is the son of Bill and Becky Deaton; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate J. Paul Deaton on receiving the Jefferson County Chamber of Commerce Student of

HOUSE RESOLUTION 811 Offered by Representative Stephens: WHEREAS, The members of the Illinois House of Representatives are pleased to honor significant events in high school sports in the State of Illinois; and WHEREAS, It has come to our attention that Arthur Langston, Jr. of Vandalia recently became the State Wrestling Champion in the 215 lb. weight class for 2002; and WHEREAS, On February 23, 2002, the Vandalia Wrestling Team finished third in the State at the team tournament in Naperville; and WHEREAS, Arthur Langston, Ryan Clay, Greg LeDuc, Dustin Graumenz, Nathan Street, Patrick Keeling, Gary Cox, and Tad Keeling all qualified for the State Tournament; and WHEREAS, The Vandal Wrestling Team has been coached by Glenn Exton since 1992; Coach Exton's record with the team is an impressive 205 wins, 27 losses, and 3 ties; he has taken 6 of his last 7 teams to the State Tournament, including 4 places and 1 State Championship; and WHEREAS, The Vandal Wrestling Team for the 2001-2002 season were seniors Arthur Langston, Ryan Clay, Greg LeDuc, Doug Kuehn, Dustin Graumenz, Zac Collins, Chris Mathews, and Nathan Street; juniors Patrick Keeling, Dylan Smith, Derek Hellman, and Dustin Jackson; sophomores Steven Peters, Taylor Osborne, Gabe Boatman, Jerry Bowling, Wes Langston, Gary Cox, Craig Kern, Trevor Fulk, and Patrick Hollinshead; freshmen Tad Keeling, Mitchel Graumenz, Donnie Warren, Jon Smith, Kyle Keppler, Gabe Emerick, Anthony Scoles, David Milam, Noah Haynes, and Butch Peterson; and Coach Glenn Exton and Assistant Coach Merle Adermann; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Arthur Langston, Jr. and the Vandalia Wrestling Team for their outstanding performances at State level competitions; and be it further RESOLVED, That a suitable copy of this resolution be presented to Coach Glenn Exton and the Vandalia Wrestling Team as an expression of our esteem. HOUSE RESOLUTION 812 Offered by Representative Ryan: WHEREAS, The highest award the National Council of the Boy Scouts of America can bestow upon a Scout is that of Eagle Scout; and WHEREAS, Erik Glenna of Boy Scout Troop 740, in Glenwood, will receive the Eagle Scout Award at a Court of Honor to be held on April 20, 2002, at St. John Church in Glenwood; and WHEREAS, Erik Glenna has been a Boy Scout for the past 12 years; he is a student at Marian Catholic High School and currently serves as a cadet for the Thornton Fire Department; in his free time he enjoys pursuing his hobbies, which include bodybuilding, hunting, and fishing; and WHEREAS, In order to qualify as an Eagle Scout, a young man must demonstrate outstanding qualities of leadership, a willingness to be of help to others, and superior skills in camping, lifesaving, and first aid; and WHEREAS, In earning this high rank, Erik Glenna joins an elite and honorable fraternity of achievers that counts among its members an extraordinary number of this nation's great leaders in business, government, education, and other sectors of society; and WHEREAS, The achievement of the rank of Eagle Scout reflects favorably upon the recipient, his justly proud family, his Scoutmaster, and his fellow scouts; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND

HOUSE RESOLUTION 813 Offered by Representative Granberg: WHEREAS, The members of the Illinois House of Representatives are pleased to recognize significant events in the lives of the citizens of Illinois; and WHEREAS, Molly Federici, founder of Physicians Filing Service in Mt. Vernon, has received the Small Business Person of the Year award; and WHEREAS, Molly Federici's knowledge of small business came early in her life from her father, Leon, co-founder of Shapiro Brothers in Missouri; and WHEREAS, In 1956, Molly Federici graduated from Festus High School and began her education at Fontbonne College in St. Louis, Missouri; she later transferred to Drake University in Des Moines, Iowa, where she graduated with a B.S. in Education; and WHEREAS, While attending Drake, she met Gino Federici and they married July 1, 1961; after graduation, the couple moved back to Festus; Mrs. Federici began teaching business law at Fox High School and Mr. Federici began working at the scrap processing plant; in 1967, the family moved to Mt. Vernon to open Shapiro Brothers of Illinois, where Molly managed the office; and WHEREAS, In 1985, Molly's sister, Margaret, told her of a medical electronic billing service; after learning more about the process and the need for this service in the Midwestern States, Physician Filing Service (PFS) was born; in 1986, PFS opened on Broadway as the first accredited billing service in Illinois; and WHEREAS, In 1991, Blue Cross Blue Shield selected PFS for a pilot system, which connected PFS to its main frame in Chicago; in 1995, PFS began doing business with Medline Industries, a major manufacturer of durable medical equipment; and WHEREAS, This year, PFS celebrated a major milestone; the business that began with two employees and borrowed equipment now employs 140 Jefferson County residents, services 100 physicians, 45 home medical equipment companies, and has processed approximately 202, 000,000 claims and billed more than $1 billion; this success is directly attributed to the PFS team's uncompromising commitment, tireless drive and desire to be the best; and WHEREAS, In addition to being a successful business owner, Mrs. Federici is an active member of her community; she is active in the Downtown Development Commission; in the past she has been active in St. Mary's Catholic Church, the Mitchell Museum, The United Way of Jefferson County, Mt. Vernon School District 80 Foundation, and the American Cancer Society; and WHEREAS, Mrs. Federici is the proud mother of Toni Federici, Mary Federici-Burgan, Mia Federici-Baker, and Michael Federici; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Molly Federici on her achievement of the Small Business Person of the Year award; and be it further RESOLVED, That a suitable copy of this resolution be presented to Molly Federici as an expression of our esteem.
