HOUSE RESOLUTION 635 Offered by Representative Osterman: WHEREAS, The members of the Illinois House of Representatives wish to express their sincere condolences to the family and friends of Annette R. Schroeder, who passed away on January 20, 2002; and WHEREAS, Annette R. Schroeder, an accountant and longtime community activist in the Edgewater community, on Chicago's North Side, had the energy and courage to put up with bureaucracy and the know-how to wade
5 [January 31, 2002] through it; and she devoted herself to improving the quality of life for those in her community; and WHEREAS, Described by friends, family and co-workers as a dynamic one-woman force, Ms. Schroeder grew up in Missouri and Chicago before attending Roosevelt University, where she earned a degree in accounting; and WHEREAS, Ms. Schroeder was employed by corporations and government but spent most of her free time during the past three decades working in the Edgewater community tackling the problems of gangs, bad landlords, and drug dealers; and WHEREAS, Before working in Edgewater, Ms. Schroeder was an assistant to her friend and mentor the late Kathy Osterman, who headed special events for the City of Chicago; in addition, she was controller and office manager for Graziano, Krafft & Zale, a Chicago ad agency, and a member and past president of the Edgewater Community Council; and WHEREAS, Ms. Schroeder was known for her quick wit and sharp tongue, and those who knew her best said that she had a heart of gold; and WHEREAS, The passing of Annette Schroeder will be deeply felt by all who knew and loved her, especially her sisters, Nancy Schroeder Ebert and Jeanne Hayden, her brother, Thomas Schroeder, and her many friends and colleagues; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with all who knew her, the death of Annette R. Schroeder of Chicago, Illinois; and be it further RESOLVED, That a suitable copy of this resolution be presented to the family of Annette R. Schroeder with our sincere condolences. HOUSE RESOLUTION 636 Offered by Representative Stephens: WHEREAS, The highest award the National Council of the Boy Scouts of America can bestow upon a Scout is that of Eagle Scout; and WHEREAS, Phillip Pruitt of Carlyle, received the Eagle Scout Award at a Court of Honor held on January 12, 2002; and WHEREAS, Phillip is a senior at Central High School in Breese, Illinois, where he is active on the Scholar Bowl Team and a member of the National Honor Society; he is also a member of the "Order of the Arrow" which is best described as Scouting's National Honor Society; and WHEREAS, In order to qualify as an Eagle Scout, a young man must demonstrate outstanding qualities of leadership, a willingness to be of help to others, and superior skills in camping, lifesaving, and first aid; and WHEREAS, Phillip's Eagle Scout project was engaging his troop in building a bird house for each of the grade schools in Clinton County; he then met with each school to explain the concept of the project and gave each school a book to help identify the different types of birds that would visit the bird house; Phillip plans to pursue a career in biology and remain active in scouting in college; and WHEREAS, In earning this high rank, Phillip joins an elite and honorable fraternity of achievers that counts among its members an extraordinary number of this nation's great leaders in business, government, education, and other sectors of society; and WHEREAS, The achievement of the rank of Eagle Scout reflects favorably upon the recipient, his justly proud family, his Scoutmaster, and his fellow scouts; therefore, be it RESOLVED, BY HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we join his family and friends in congratulating Phillip Pruitt upon attaining the coveted rank of Eagle Scout and commend him upon the unswerving dedication to excellence that is the hallmark of the Eagle Scout; and be it further RESOLVED, That a suitable copy of this resolution be presented to Eagle Scout Phillip Pruitt as an expression of our respect and esteem.
[January 31, 2002] 6 HOUSE RESOLUTION 637 Offered by Representative Stephens: WHEREAS, The highest award the National Council of the Boy Scouts of America can bestow upon a Scout is that of Eagle Scout; and WHEREAS, Keith Stefanisin of Breese, received the Eagle Scout Award at a Court of Honor held on January 12, 2002; and WHEREAS, Keith is a Sophomore at Central High School in Breese, Illinois, where he is involved in many student activities, including the school musical in 2001; he is also a member of the "Order of the Arrow", which is best described as Scouting's National Honor Society; and WHEREAS, In order to qualify as an Eagle Scout, a young man must demonstrate outstanding qualities of leadership, a willingness to be of help to others, and superior skills in camping, lifesaving, and first aid; and WHEREAS, Keith's Eagle Scout project was organizing a local blood drive that garnered almost twice the expected goal; he also attended the National Scouting Jamboree in Fort AP Hill in Virginia this past summer and will hike at Philmont Scout Ranch, New Mexico this summer; and WHEREAS, In earning this high rank, Keith Stefanisin joins an elite and honorable fraternity of achievers that counts among its members an extraordinary number of this nation's great leaders in business, government, education, and other sectors of society; and WHEREAS, The achievement of the rank of Eagle Scout reflects favorably upon the recipient, his justly proud family, his Scoutmaster, and his fellow scouts; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we join his family and friends in congratulating Keith Stefanisin upon attaining the coveted rank of Eagle Scout and commend him upon the unswerving dedication to excellence that is the hallmark of the Eagle Scout; and be it further RESOLVED, That a suitable copy of this resolution be presented to Eagle Scout Keith Stefanisin as an expression of our respect and esteem. HOUSE RESOLUTION 640 Offered by Representative Osmond: WHEREAS, The members of the Illinois House of Representatives are honored to recognize milestone events in the lives of the citizens of the State of Illinois; and WHEREAS, It has come to our attention that Barbara Richardson is celebrating her 25th anniversary of service in the Office of the Lake County Coroner on February 1, 2002; and WHEREAS, Barbara Richardson has served in the Office of the Lake County Coroner since February 1, 1977; she was appointed Coroner by the Lake County Board on December 1, 1982 and elected to the office in November 1984, 1988, 1992, 1996, and 2000; she is the first woman to serve Lake County in this office; and WHEREAS, Ms. Richardson is a graduate of Warren Township High School in Gurnee; in addition, she was a part-time student at the College of Lake County and completed courses in Medicolegal Death Investigator Training, Forensic Science Administration, a Master's Course in Death Investigation at St. Louis University and over 100 additional courses in this field; and WHEREAS, Ms. Richardson is a current member of the following boards and professional organizations; the American Board of Forensic Examiners; the American Cancer Society; the College of Lake County Foundation; HealthReach Clinic for the Medically Underserved; HIV/AIDS Alexian Brothers, the Harbor Advisory Council; the Illinois High School & College Driver Education Association, the Inc. Task Force; the Illinois Police Association; the Infant Mortality & SIDS Advisory Committee; the International Association of Coroners & Medical Examiners; the Lake County Chiefs of Police; the Lake County Food
7 [January 31, 2002] Resource Council; the Lake County Domestic Violence Council; the Lake County Health Department-Community Health Services Advisory Committee; the Lake County Women Interested in Government; the Lake County Women's Coalition; the Northern Illinois Council on Alcoholism and Substance Abuse; the Salvation Army Advisory Board; and the St. Therese Hospice Board; and WHEREAS, In addition, she served as a member of the Altrusa Club International of Lake County, the American Legion Auxiliary, the Girl Scouts of America, the Gurnee Community Church, Gurnee's Women Club, the Sorosis Chapter of Eastern Star (more than 50 years), as the past president of the United Protestant Church Women's Fellowship, and as a member of the YMCA of Lake County; she is also a volunteer for A Safe Place, the All Lake County Food Drive, the Gurnee Community Church, LaCASA, P.A.D.S., and The Harbor; and WHEREAS, Ms. Richardson has been the recipient of numerous honors and commendations, including the Rev. Brad Lutz Leadership & Service Award, the Northern Illinois Council on Alcoholism & Substance Abuse Humanitarian Award, the Girl Scouts-Woman of Achievement Award, the BPW Illinois Working Woman of the Year Award, the Warren Township High School Hall of Fame, the Grayslake Exchange Club Golden Deeds Award, the Heart of America Award, Grant Township Republican Club-Ethics in Politics Award, the Joyce Fitzgerald Memorial Award, Women in Management Achievement Award, the YMCA of Lake County Outstanding Achievement Award, and the Illinois Prairie Girl Scout Council Woman of Achievement Award; in addition, she was an Honorary Commander of the Navy Drug Screening Lab at the Great Lakes Naval Training Station, and a 1990 listing in the Who's Who in Government Service; and WHEREAS, A lifetime resident of Lake County, Illinois, Barbara Richardson is married to Donald L. Cannon, and is the mother of three children and the grandmother of seven grandchildren; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Barbara Richardson on her 25th anniversary of dedication and service as Lake County Coroner; and be it further RESOLVED, That a suitable copy of this resolution be presented to Barbara Richardson as an expression of our esteem. HOUSE BILL 3662. Having been printed, was taken up and read by title a second time. The following amendment was offered in the Committee on Cildren & Youth, adopted and printed: AMENDMENT NO. 1 TO HOUSE BILL 3662 AMENDMENT NO. 1. Amend House Bill 3662, on page 1, line 18, after "years", by inserting ", except that this exception applies only to the facility and not to the private entities' personnel operating the program". There being no further amendments, the foregoing Amendment No. 1 was ordered engrossed; and the bill, as amended, was advanced to the order of Third Reading. HOUSE BILL ON THIRD READING The following bill and any amendments adopted thereto were printed and laid upon the Members' desks. This bill has been examined, any
