Amends the Illinois Administrative Procedure Act to allow the use of emergency rulemaking. Amends the Governor's Office of Management and Budget Act regarding the quarterly report for the 4th quarter of State fiscal year 2015. Amends the State Finance Act. Authorizes transfers from the designated funds into the General Revenue Fund or the General Obligation Bond Retirement and Interest Fund as indicated. Amends the School Code. Provides that for payments made for State fiscal year 2015, the State Board of Education shall, for each school district, calculate that district's pro-rata share of a minimum sum of $13,600,000 or additional amount as needed from the total net General State Aid funding as calculated under a specified provision of the Code that shall be deemed attributable to the provision of special educational facilities and services in a manner that ensures compliance with maintenance of State financial support requirements under the federal Individuals with Disabilities Education Act. Provides that each school district must use such funds only for the provision of special educational facilities and services, as defined in a specified provision of the Code, and must comply with any expenditure verification procedures adopted by the State Board of Education. Amends the Illinois Public Aid Code. Provides that notwithstanding any other provision of the Code to the contrary, and subject to federal approval, providers of certain services shall have their reimbursement rates or dispensing fees reduced for the remainder of State fiscal year 2015 by an amount equivalent to a 2.25% reduction for the full fiscal year. Provides that no provider shall be exempt from these rate reductions, except that, rates or payments, or the portion thereof, paid to a provider that is operated by a unit of local government that provides the non-federal share of such services shall not be reduced as provided in this provision. Makes other changes. Contains a severability clause.
