<reference>220 ILCS 5/19-130</reference><aliasreference></aliasreference><SynopsisText>Amends the Public Utilities Act. Requires the Office of Retail Market Development to monitor the existing competitive condition of the retail natural gas market in Illinois. Beginning in 2015, requires the Director of the Office of Retail Market Development to submit a report, on or before October 1 of each year, to the Illinois Commerce Commission, the General Assembly, and the Governor regarding the competitive retail gas market in Illinois, barriers to retail competition for all customer classes, and proposes solutions to overcome identified barriers. Deletes language that requires the Office to gather input from all interested parties and other bureaus within the Commission for its annual report. Effective immediately.</SynopsisText><synopsistitle>Correctional Note (Dept of Corrections)</synopsistitle>
<SynopsisText>There are no penalty enhancements associated with this bill. The bill would have no fiscal or population impact on the Department of Corrections.</SynopsisText><synopsistitle>Land Conveyance Appraisal Note (Dept. of Transportation)</synopsistitle>
<SynopsisText>No land conveyances are included in this bill; therefore, there are no appraisals to be filed.</SynopsisText><synopsistitle>Judicial Note (Admin Office of the Illinois Courts)</synopsistitle>
<SynopsisText>This bill would neither increase nor decrease the number of judges needed in the State.</SynopsisText><synopsistitle>Home Rule Note (Dept. of Commerce & Economic Opportunity)</synopsistitle>
<SynopsisText>This bill does not pre-empt home rule authority. </SynopsisText><synopsistitle>State Mandates Fiscal Note (Dept. of Commerce & Economic Opportunity)</synopsistitle>
<SynopsisText>This bill does not create a State mandate. </SynopsisText><synopsistitle>Housing Affordability Impact Note (Housing Development Authority)</synopsistitle>
<SynopsisText>This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence.</SynopsisText><synopsistitle>Balanced Budget Note (Office of Management and Budget)</synopsistitle>
<SynopsisText>The Illinois Commerce Commission estimates that SB 3366 will incur no additional costs resulting from this bill. SB 3366 would have no notable fiscal impact to the State budget.</SynopsisText><synopsistitle>Pension Note (Government Forecasting & Accountability)</synopsistitle>
<SynopsisText>There is no discernible fiscal impact of any public pension system associated with this Bill.</SynopsisText><synopsistitle>State Debt Impact Note (Government Forecasting & Accountability)</synopsistitle>
<SynopsisText>This bill would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.</SynopsisText><synopsistitle>Fiscal Note (Illinois Commerce Commission)</synopsistitle>
<SynopsisText>This legislation ensures that the reporting requirements for the retail natural gas and the retail electric market are the same. It also avoids setting the same due date for both reports and thereby avoids requiring the Office of Retail Market Development to draft and complete the reports at the same time allowing for more efficient use of staff time. These changes should have no fiscal impact on the State.</SynopsisText><synopsistitle>House Floor Amendment No. 1</synopsistitle>
