Allows the Director of Central Management Services to set, by administrative rule, the amount of compensated time that an employee may use to donate blood. Acknowledges that technology may advance at a rate that outpaces the General Assembly's ability to address those advances legislatively. Provides that, to the extent that the Act may not expressly apply to those technological advances, the Act should nonetheless be interpreted to further the declared policy of the Act. Defines the terms "blood" and "organ". Effective immediately.</SynopsisText><synopsistitle>House Committee Amendment No. 1</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause. Reinserts the provisions of the bill with the following changes. Provides that a participating employee subject to the Act who wishes to donate blood, an organ, or bone marrow shall request leave under the Act in advance (rather than on request, a participating employee subject to the Act may be entitled to organ donation leave with pay). Provides that the employee may use up to one hour (rather than one hours or more) to donate blood, up to 1.5 hours to donate double red cells, and up to 2 hours (rather than 2 hours or more) to donate blood platelets. Further provides that the frequency of the blood donation times shall be set by rule in accordance with appropriate medical standards established by the American Red Cross, America's Blood Centers, the American Association of Blood Banks, or other nationally-recognized standards. Deletes provisions that it is recognized that technology may advance at a rate that outpaces the General Assembly's ability to address those advances legislatively; and that to the extent that the Act may not expressly apply those technological advances, the Act should nonetheless be interpreted to further the declared policy of the Act.
