<reference>20 ILCS 3960/5.3</reference><aliasreference></aliasreference><SynopsisText>Amends the Illinois Health Facilities Planning Act. Provides that the annual report of capital expenditures submitted to the Health Facilities and Services Review Board by certain health care facilities shall include (i) whether the health care facility administered an affirmative action program for minority-owned, women-owned, veteran-owned, and small business enterprises and (ii) the percentage of the annual capital expenditure that was actually spent on minority-owned, women-owned, veteran-owned, and small business enterprises, respectively. Provides that the Board shall not consider that information when reviewing an application for a permit or exemption under the Act. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Provides that a health care facility shall develop a policy to encourage the participation of minority-owned, women-owned, veteran-owned, and small business enterprises in capital projects undertaken by the health care facility. Permits health care systems to develop a system-wide policy in order to comply with the policy requirement. Requires health care facilities and health care systems to develop the policy no later than 6 months after the effective date of the amendatory Act. Exempts health care facilities with 100 or fewer beds, health care facilities located in a county with a total census population of less than 3,000,000, and health care facilities owned or operated by a unit of local government or the State or federal government.
