Provides for candidate preference for young adults, veterans, and others. Provides for third parties to operate programs. Authorizes the Department to collect a fee of not less than $500 nor more than $1,000 from all employers with 2 or more employees to be deposited into the 21st Century Workforce Investment Fund to be expended for the purposes of the program.
