Provides that no Road Fund moneys shall be appropriated to the Department of Central Management Services, except for expenditures for group insurance premiums of personnel whose total compensation is paid from the Road Fund (now, of appropriate personnel). Amends the Regional Transportation Authority Act. Deletes language providing that moneys may be appropriated for the Public Transportation Fund to the Office of the Executive Inspector General for costs incurred as the inspector general for the Authority and the Service Boards. Provides that the Office of the Executive Inspector General may submit invoices to the Regional Transportation Authority for costs incurred while serving as the inspector general for the Authority and the Service Boards.
