Provides that the Motor Fuel Tax Fund, the State Construction Account Fund, the Public Transportation Fund, the Downstate Public Transportation Fund, the Regional Transportation Authority Occupation and Use Tax Replacement Fund, and the Road Fund shall not be subject to sweeps, administrative charges or chargebacks, or any other fiscal or budgetary maneuver that would transfer any amount from those Funds into any other Fund of the State unless specifically authorized by law prior to the effective date of the amendatory Act. Provides that no Road Fund moneys shall be appropriated to the Department of Central Management Services, except for expenditures for group insurance premiums of personnel whose total compensation is paid from the Road Fund (now, of appropriate personnel). Amends the Regional Transportation Authority Act. Deletes language providing that moneys may be appropriated for the Public Transportation Fund to the Office of the Executive Inspector General for costs incurred as the inspector general for the Authority and the Service Boards. Provides that the Office of the Executive Inspector General may submit invoices to the Regional Transportation Authority for costs incurred while serving as the inspector general for the Authority and the Service Boards.
