In the Section concerning credits and creditable service, provides that if the effective date of participation for the participating municipality or participating instrumentality is on or after the effective date of the amendatory Act, creditable service shall be granted for prior service to the extent determined by the employer, subject to the rules and procedures adopted by the board of trustees of the fund.
