Creates the Abraham Lincoln Presidential Library and Museum Act. Provides for the transfer of certain functions relating to the Abraham Lincoln Presidential Library and Museum from the Historic Preservation Agency to the Abraham Lincoln Presidential Library and Museum, which is created as an independent Agency under this Act. Provides that the Abraham Lincoln Presidential Library and Museum shall be under the supervision and direction of the Executive Director, and that there shall be a Board to advise the Executive Director on programs related to the Abraham Lincoln Presidential Library and Museum. Contains provisions concerning the composition and the powers and duties of the Board; initial members of the Board; the appointment and duties of the Executive Director; the administration of the Abraham Lincoln Presidential Library and Museum; and programs, collections, and functions heretofore administered by the Illinois State Historical Library or the Historical Preservation Agency's Historical Library Division. Amends the Executive Reorganization Implementation Act. Adds the Abraham Lincoln Presidential Library and Museum to the list of State agencies created by law with the primary responsibility of exercising regulatory or adjudicatory functions independently of the Governor. Amends the Historic Preservation Agency Act. Repeals provisions relating to the administration of the Abraham Lincoln Presidential Library and Museum. Removes all references to the Historic Sites and Preservation Division and makes a corresponding change in the Liquor Control Act of 1934. Amends the State Historical Library Act. Repeals provisions concerning the Director of the Lincoln Presidential Library. Effective July 1, 2014.Land Conveyance Appraisal Note, House Floor Amendment No. 1 (Dept. of Transportation) No land conveyances are included in this bill; therefore, there are no appraisals to be filed. Correctional Note, House Floor Amendment No. 1 (Dept of Corrections) There are no penalty enhancements associated with this bill. Judicial Note, House Floor Amendment No. 1 (Admin Office of the Illinois Courts) This bill would neither increase nor decrease the number of judges needed in the State.Housing Affordability Impact Note, House Floor Amendment No. 1 (Housing Development Authority) This bill will have no effect on the cost of constructing, purchasing, owning, or selling a single-family residence. State Debt Impact Note, House Floor Amendment No. 1 (Government Forecasting & Accountability) This bill would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness.Pension Note, House Floor Amendment No. 1 (Government Forecasting & Accountability) There is no discernible fiscal impact of any public pension system associated with this Bill.State Mandates Fiscal Note, House Floor Amendment No. 1 (Dept. of Commerce & Economic Opportunity) This bill does not create a State mandate.Home Rule Note, House Floor Amendment No. 1 (Dept. of Commerce & Economic Opportunity) This bill does not pre-empt home rule authority.
