Provides that all counties with a population of less than 1,000,000 may incur an indebtedness for the construction, expansion, or remodeling of a county jail and sheriff's residence, subject to a backdoor referendum (now, counties with a population of less than 80,000 may incur indebtedness for the construction of a county jail and sheriff's residence only by a direct referendum). Provides that counties with a population of 500,000 or more inhabitants, but less than 1,000,000 inhabitants, may incur an indebtedness for the construction, expansion, or remodeling of a county jail (instead of just construction or remodeling of a county jail). Provides that all counties may incur indebtedness for the reconstruction and remodeling of an existing courthouse or the construction of a new courthouse, subject to a backdoor referendum (now, counties with a population of less than 300,000 may incur that indebtedness only by a direct referendum). Makes a technical correction. Effective immediately.</SynopsisText></synopsis>
