<reference>110 ILCS 205/9.34 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Board of Higher Education Act. Subject to appropriation, provides that the Board of Higher Education shall provide a total of $5 million, or such greater amount as may be appropriated in a given fiscal year, in public university tuition restraint incentives to public universities in this State that qualify. Provides that payments from the amount appropriated for public university tuition restraint incentives shall only be made to those public universities that certify to the Board on or before August 1, 2014 that the university's board of trustees did not adopt an increase in tuition and fee rates for resident undergraduate students after August 1, 2013 for the 2013-2014 academic year and that the board of trustees will not adopt an increase in tuition and fee rates for resident undergraduate students for the 2014-2015 academic year that is greater than 4.0%. Sets forth provisions concerning the determination of each public university's allocation of tuition restraint incentive funding and reporting requirements. Effective July 1, 2013.</SynopsisText></synopsis>
