<SynopsisText>Adds Section making it unlawful to knowingly deliver, sell, receive, transfer, or purchase or cause to be delivered, sold, received, transferred, or purchased a semi-automatic assault weapon or semi-automatic assault weapon attachment on or after the effective date of the Illinois Assault Weapons Act. Beginning 300 days after the effective date of that Act, makes it unlawful to knowingly possess a semi-automatic assault weapon or semi-automatic assault weapon attachment. Defines semi-automatic assault weapon and semi-automatic assault weapon attachment and excludes certain weapons. Adds Section providing exemptions from the prohibitions on weapons and attachments for persons and activities. Provides that a person who knowingly delivers, transfers, sells, receives, or purchases in violation of the Section a weapon, attachment, or device commits a Class 2 felony for a first violation and a Class 1 felony for a second or subsequent violation. Provides that a person who knowingly possesses in violation of the Section a weapon, attachment, or device commits a Class 3 felony for a first violation and a Class 2 felony for a second or subsequent violation.</SynopsisText><synopsistitle>House Floor Amendment No. 3</synopsistitle>
<SynopsisText>Provides that beginning on the effective date of the Act, it is unlawful for any person within the State to knowingly deliver, transfer, sell, receive, or purchase a semi-automatic assault weapon or an attachment for that weapon. Provides that beginning 300 days after the effective date of the Act, it is unlawful for any person within the State to knowingly possess a semi-automatic assault weapon or an attachment for that weapon. Defines "semi-automatic assault weapon". Provides exemptions. Provides that a person who knowingly delivers, transfers, sells, receives, or purchases in violation of the Section a weapon, attachment, or device commits a Class 2 felony for a first violation and a Class 1 felony for a second or subsequent violation. Defines large capacity ammunition feeding device and excludes certain devices. Adds Section providing exemptions.</SynopsisText><synopsistitle>House Floor Amendment No. 6</synopsistitle>
<SynopsisText>Provides that at any time when a person exempted from the prohibition on possessing weapons under this Act is not in immediate possession of a prohibited weapon owned or controlled by that person, he or she must keep a locking device or mechanism on the prohibited weapon that renders the prohibited weapon temporarily inoperable, including but not limited to a device that attaches to the prohibited weapon with a key or combination lock, and is designed to prevent the prohibited weapon from being discharged unless the device has been deactivated. If the prohibited weapon is incapable of accepting a locking device, the person must keep the prohibited weapon unloaded and placed within a securely locked box or container that requires a key or combination lock to open.</SynopsisText><synopsistitle>Correctional Note, House Floor Amendment No. 1 (Dept of Corrections)</synopsistitle>
