Reinserts the contents of the bill as engrossed, with the following changes. Further amends the School Code. On June 30, 2013, repeals the provision concerning the registration and renewal of certificates under the Teacher Certification Article. Provides that, beginning on October 1, 2013 and ending on January 31, 2014, a person holding a Professional Educator License with a school speech and language pathologist (teaching) endorsement may exchange his or her school speech and language pathologist (teaching) endorsement for a school speech and language pathologist (non-teaching) endorsement through application to the State Board of Education. Makes changes to the provisions concerning Professional Educator License renewal. Provides that lapsed licenses may be immediately reinstated upon (1) payment by the applicant of a $500 penalty to the State Board of Education or (2) the demonstration of proficiency by completing 9 semester hours of coursework from a regionally accredited institution of higher education in the content area that most aligns with one or more of the educator's endorsement areas. Sets forth requirements for licensure renewal for professional educator licensees, including professional development activities. Specifies which entities shall be designated as approved to provide professional development activities for the renewal of Professional Educator Licenses and establishes requirements for approved providers. Sets forth provisions concerning appeals (1) to the State Superintendent of Education to ensure professional development credit is received from approved providers and (2) to the State Educator Preparation and Licensure Board upon notice from the State Superintendent of Education that a license will not be renewed based upon failure to complete the additional licensure renewal requirements.
