Amends the Medical Patient Rights Act. Includes limited health service organizations and voluntary health services plan in the definition of "insurance company". <SynopsisText>It is unclear if this legislation would be considered an expansion of services. However, as a result of the requirements brought about by this legislation, the Department would need to add, at minimum, two (2) full time staff within the External Review &amp; Director Appeal Unit at an annual cost of $230,300, as the legislation would require that all disputed claims now be sent through the review process.
