<reference>35 ILCS 105/3-5</reference><aliasreference></aliasreference><reference>35 ILCS 110/3-5</reference><aliasreference></aliasreference><reference>35 ILCS 115/3-5</reference><aliasreference></aliasreference><reference>35 ILCS 120/2-5</reference><aliasreference></aliasreference><reference>110 ILCS 78/13 new</reference><aliasreference></aliasreference><reference>110 ILCS 205/9.34 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act to provide that, beginning July 1, 2014, textbooks required for courses offered at an institution of higher learning are exempt from taxation under those Acts. Amends the Transparency in College Textbook Publishing Practices Act to require a publisher to keep a textbook in print and available to be purchased for at least 6 years from the last copyright date. Amends the Board of Higher Education Act to require the Board, subject to appropriation, to provide grants to institutions of higher learning to fund textbook rental programs at those institutions.</SynopsisText></synopsis>
