| 2 | | WHEREAS, Frank M. Clark, Chairman and Chief Executive |
| 3 | | Officer of Commonwealth Edison Company, is retiring after 46 |
| 4 | | years of service; and
|
| 5 | | WHEREAS, Mr. Clark, who started in the ComEd mailroom in |
| 6 | | 1966 and, through dedication, skill, and hard work, rose to the |
| 7 | | highest office within one of Illinois' most vital and |
| 8 | | historically significant companies; and
|
| 9 | | WHEREAS, Mr. Clark's time with the company was interrupted |
| 10 | | only once, with his service to the United States in the Vietnam |
| 11 | | War; and |
| 12 | | WHEREAS, Since joining ComEd in 1966, he rose steadily |
| 13 | | through the ranks, holding various positions in both corporate |
| 14 | | support and line functions; prior to his appointment as |
| 15 | | chairman and chief executive officer of ComEd, Mr. Clark served |
| 16 | | as president of ComEd, responsible for overseeing the |
| 17 | | day-to-day operations of the company, and executive vice |
| 18 | | president and chief of staff of Exelon; and |
| 19 | | WHEREAS, During his 46-year career at ComEd, he held key |
| 20 | | leadership positions at a number of business-critical |
| 21 | | functions across the company, including: customer service |

| 1 | | operations; marketing and sales; regulatory, governmental and |
| 2 | | community affairs; information technology; communications; |
| 3 | | human resources; labor relations; and distribution services; |
| 4 | | and

| 5 | | WHEREAS, Mr. Clark serves on the board of trustees of the |
| 6 | | Museum of Science and Industry, Adler Planetarium and Astronomy |
| 7 | | Museum, DePaul University, the Chicago Symphony Orchestra, and |
| 8 | | the University of Chicago Medical Center; he also is on the |
| 9 | | board of directors of Metropolitan Family Services, the |
| 10 | | Illinois Manufacturers Association, Big Shoulders Fund, United |
| 11 | | Way of Metropolitan Chicago, the Abraham Lincoln Presidential |
| 12 | | Library Foundation, and the executive committee of The Chicago |
| 13 | | Community Trust; he sits on the governing board of Econ |
| 14 | | Illinois and is a member of the Chicago Bar Association, the |
| 15 | | Economic Club of Chicago, The Commercial Club of Chicago, and |
| 16 | | the Executives' Club of Chicago; and |
| 17 | | WHEREAS, Mr. Clark is a committee member of Chicago 2016 |
| 18 | | and a co-founder of the Rowe-Clark Math & Science Academy on |
| 19 | | Chicago's west side; he serves on the board of directors for |
| 20 | | Waste Management, Inc., Harris Financial Corp., and Aetna Inc.; |
| 21 | | and |
| 22 | | WHEREAS, Mr. Clark received an honorary Doctor of Humane |
| 23 | | Letters degree from Governors State University and an honorary |

| 1 | | Doctor of Law degree from DePaul University; he has received |
| 2 | | numerous awards including the prestigious HistoryMakers Award |
| 3 | | and the National Humanitarian Award from the National |
| 4 | | Conference for Community and Justice; in 2008, U.S. Black |
| 5 | | Engineer & Information Technology Magazine named him to its |
| 6 | | annual list of the 100 Most Important Blacks in Technology; he |
| 7 | | also was ranked among the 50 Most Powerful Black Executives in |
| 8 | | America by Fortune magazine in 2002; and |
| 9 | | WHEREAS, He received his bachelor's degree and law degree |
| 10 | | from DePaul University; and |
| 11 | | WHEREAS, While attending DePaul University to complete his |
| 12 | | law degree, he and his wife, Vera, would eat dinner in their |
| 13 | | car after his day at ComEd was over and before his law classes |
| 14 | | would begin; and |
| 15 | | WHEREAS, Mr. Clark was instrumental in helping reform, |
| 16 | | revitalize, and restructure the State's electric industry, as |
| 17 | | Illinois has now become a national leader in electric service |
| 18 | | competition and customer choice; and
|
| 19 | | WHEREAS, Mr. Clark has served as a mentor to countless |
| 20 | | colleagues and young people, providing guidance and |
| 21 | | inspiration to help them realize their own potential; |
| 22 | | therefore, be it

| 1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 2 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 3 | | we congratulate Frank M. Clark on his retirement and thank him |
| 4 | | for the difference he has made to the business, civic, and |
| 5 | | policy fabric of the State of Illinois; and be it further
|
| 6 | | RESOLVED, That a suitable copy of this resolution be |
| 7 | | presented to Frank M. Clark as a symbol of our respect and |
| 8 | | esteem.
